Based on Clause 1, Article 8 of Circular 02/2021/TT-BGDDT:
Salary arrangement
1. Public employees appointed to the professional titles of primary school teachers specified in this Circular are subject to the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials, public employees, and armed forces. To be specific:
a) Rank III primary school teachers, code V.07.03.29, are subject to the salary coefficient of public employee type A1, ranging from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Rank II primary school teachers, code V.07.03.28, are subject to the salary coefficient of public employee type A2, group A2.2, ranging from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Rank I primary school teachers, code V.07.03.27, are subject to the salary coefficient of public employee type A2, group A2.1, ranging from a salary coefficient of 4.40 to a salary coefficient of 6.78.
2. The salary arrangement upon appointment to the professional title is guided by Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, which guides salary arrangement when upgrading, transferring, or converting the ranks of officials and public employees, and following current legal regulations. When new salary policies are implemented, the transition to the new salary arrangement will follow the Government of Vietnam's regulations.
According to the above regulations, rank 3 primary school teachers are subject to the salary coefficient of public employee type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98.
Additionally, based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applicable to teachers is regulated as follows:
Statutory pay rate
- The statutory pay rate is used as the basis to:
a) Calculate salaries in salary tables, allowances, and implement other policies according to legal regulations for subjects specified in Article 2 of this Decree;
b) Calculate operational fees and living allowances as per legal regulations;
c) Calculate deductions and policies entitled to the statutory pay rate.
- From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
Therefore, the statutory pay rate for rank 3 primary school teachers is 2,340,000 VND/month.
The salary of a rank 3 primary school teacher is calculated as follows:
Salary = Coefficient x Statutory pay rate

h) Recognized as a grassroots emulation soldier; or awarded a certificate of merit or commendation from district level or higher; or recognized for achieving one of the following titles: excellent teacher, excellent class teacher from school level or higher, excellent Ho Chi Minh Young Pioneer Team instructor from district level or higher;
i) Public employees taking the exam or being considered for promotion to Rank II primary school teacher (code V.07.03.28) must have held the position of Rank III primary school teacher (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probationary period) by the end of the registration period for taking the exam or being considered for promotion.
Thus, a Rank 3 primary school teacher looking to advance to a Rank 2 primary school teacher needs to hold the position of Rank 3 for at least 09 years (excluding the probationary period).

1. Duties
a) Develop teaching and education plans for students; participate in developing teaching and education plans for students in the professional group according to primary education objectives and programs;
b) Implement the general education curriculum for primary education and the school's education plan;
c) Implement teaching and education methods aimed at developing students' qualities and capabilities; participate in identifying and nurturing gifted students; participate in educational scientific research and create teaching aids and equipment for primary education;
d) Complete all required professional training courses; engage in self-study, practice to improve political, professional, and vocational skills; participate in professional activities as required; engage in educational universalization, compulsory education, literacy eradication, and inclusive education;
dd) Cooperate with parents and social forces in education, perform consulting tasks for primary students;
e) Perform other tasks assigned by the principal.
