According to the provisions in Article 9 of Circular 35/2020/TT-BGDDT concerning the salary grading for public employees teaching at public pedagogical colleges and public colleges with groups of training programs for college-level teachers under the state management of the Ministry of Education and Training:
Salary grading
1. The professional title for the lecturing public employee as specified in this Circular shall apply the professional and technical payroll applicable to officials, public employees in state's public service providers (Table 3) issued together with the Government of Vietnam's Decree No. 204/2004/ND-CP dated December 14, 2004, on salary policies for officials and public employees and armed forces. Specifically:
a) The professional title of Senior Lecturer at Pedagogical College (Grade I) applies the salary coefficient of public employees type A3, group 1 (A3.1), ranging from 6.20 to 8.00;
b) The professional title of Principal Lecturer at Pedagogical College (Grade II) applies the salary coefficient of public employees of category A2, group 1 (A2.1), ranging from 4.40 to 6.78;
c) The professional title of Lecturer at Pedagogical College (Grade III) applies the salary coefficient of public employees type A1, ranging from 2.34 to 4.98.
2. The salary grading for professional titles is conducted when a public employee is appointed to the professional title as defined in this Circular and follows according to the guidelines in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding salary grading when promoting grade, changing grade, and changing type for officials and public employees, and according to the current legal provisions.
The professional title of Principal Lecturer at Pedagogical College (code V.07.08.21) applies the salary coefficient of public employees of category A2, group 1 (A2.1), ranging from 4.40 to 6.78.

The duties of principal pedagogical college lecturers (code V.07.08.21) in Vietnam are specified in Clause 1, Article 5 of Circular 35/2020/TT-BGDDT as follows:
- Teaching; guiding students in doing projects, graduation theses (if any);
- Educating students’ professional ethics and work styles through teaching processes; assessing student’s academic results and graduation outcomes. Organizing and guiding students in scientific research; directing students towards effective study and research methods; identifying students’ exceptional talents for organizing training and talent development;
- Leading or participating in compiling and assessing curriculum; actively and regularly updating scientific achievements in building content and training programs; innovating teaching and assessment methods of students’ learning outcomes and practice;
- Participating in the training and development of college educators as per professional and occupational development needs; leading or participating in organizing professional activities within departments, faculties, and educational institutions;
- Engaging in class mentoring, and academic advising; guiding discussions, practices, experiments, and internships;
- Compiling textbooks, reference books, monographs, guidebooks, translating books, and textbooks from foreign languages to Vietnamese (collectively referred to as books serving education);
- Studying, and improving political theory, professional, and technical skills, and teaching methods; participating in practical activities to enhance education and scientific research quality;
- Participating in management tasks, Communist Party tasks, associations, and completing other tasks as per the organizational regulations and other related legal provisions.
