Policies for Lecturers
- Lecturers in higher education institutions are assigned to further their education, professional and career training; they receive salaries, vocational incentive allowances, seniority allowances, and other allowances according to the regulations of the Government of Vietnam.
- Lecturers in higher education institutions located in areas with especially difficult socio-economic conditions are provided with housing conditions and receive allowance policies and other preferential policies as prescribed by the Government of Vietnam.
- The state has policies to mobilize and second lecturers to work at higher education institutions in areas with especially difficult socio-economic conditions; encourages lecturers in well-facilitated higher education institutions to work in higher education institutions in areas with especially difficult socio-economic conditions; creates conditions for lecturers in these areas to be confident in their work.
- Lecturers with doctoral degrees, lecturers with the title of professor, associate professor working at a higher education institution can extend their working period from the retirement age to teach and conduct scientific research if they have good health, voluntarily extend their working period, and the higher education institution has a demand.
- The Prime Minister of the Government of Vietnam specifies policies for lecturers in higher education institutions.
Thus, university lecturers with doctoral degrees, lecturers with the title of professor, or associate professor working at higher education institutions can extend their working period from the retirement age to teach and conduct scientific research if they meet the following conditions:
- They have good health and voluntarily extend their working period.
- The higher education institution has a demand.

According to Article 54 of the Higher Education Law 2012 (amended by Clause 29 Article 1 of the Amended Higher Education Law 2018):
Lecturers
- Lecturers in higher education institutions must have a clear personal background; possess good qualities and ethics; be in good health to perform their duties; and meet the qualification requirements specified by this Law, regulations on the organization and operations of higher education institutions.
- Lecturer titles include teaching assistant, lecturer, senior lecturer, associate professor, and professor. Higher education institutions appoint lecturer titles according to the provisions of law, organizational and operational regulations, job position requirements, and the demand of higher education institutions.
- The minimum qualification for the title of lecturer teaching at the undergraduate level is a master's degree, except for the title of teaching assistant; the qualification for the title of lecturer teaching at the master's and doctoral levels is a doctoral degree. Higher education institutions prioritize recruiting individuals with doctoral degrees as lecturers; develop and provide incentives for leading professors to advance training programs.
- The Minister of Education and Training prescribes the standards and the appointment of lecturer titles according to authority; the minimum ratio of tenure-track lecturers in higher education institutions; the standards for practical lecturers and lecturers in some specialized training fields.

- Possess good qualities and ethics.
- Be in good health to perform duties.
- Have a minimum qualification of a master's degree for lecturer titles teaching at the undergraduate level, and a doctoral degree for those teaching at the master's and doctoral levels.

Pursuant to Article 3 of Circular 40/2020/TT-BGDDT, university lecturers must meet the following professional ethics standards:
- Be dedicated to the profession, maintain the qualities, prestige, and honor of educators; demonstrate solidarity, respect, and cooperation with colleagues in life and work; have compassion, tolerance, and kindness, and treat students, learners, and research students (collectively referred to as learners) with courtesy; protect the legitimate rights and interests of learners, colleagues, and the community.
