Based on Article 8 of Circular 28/2009/TT-BGDDT (amended and supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), the policies on reducing teaching loads for teachers concurrently performing specialized tasks are as follows:

- Homeroom teachers at the primary level are entitled to a reduction of 3 periods per week; at the lower secondary and upper secondary levels, they are entitled to a reduction of 4 periods per week.
- Homeroom teachers at ethnic boarding general secondary and upper secondary schools are entitled to a reduction of 4 periods per week. Homeroom teachers at specialized and semi-boarding schools are entitled to a reduction of 4 periods per week. Homeroom teachers at schools or classes for people with disabilities are entitled to a reduction of 3 periods per week.
2a. Homeroom teachers at university preparatory institutions are entitled to a reduction of 3 periods per week.
- Teachers concurrently in charge of specialized subject rooms are entitled to a reduction of 3 periods per subject per week.
- Teachers concurrently responsible for school-wide cultural, physical education activities, school gardens, workshops, equipment rooms, libraries (if there are no specialized staff for these tasks) are entitled to a reduction of 2-3 periods per week, depending on the workload, and as determined by the principal.
- Subject team leaders are entitled to a reduction of 3 periods per week.
5a. Subject deputy team leaders are entitled to a reduction of 1 period per week.
5b. Teachers concurrently in charge of functional departments at university preparatory institutions are entitled to a reduction of 3 periods per week.
Teachers concurrently serving as deputy heads of functional departments at university preparatory institutions are entitled to a reduction of 1 period per week.
Based on Article 9 of Circular 28/2009/TT-BGDDT (amended and supplemented by Clause 9, Article 1 of Circular 15/2017/TT-BGDDT), the policies on reducing teaching loads for teachers concurrently performing tasks in the Communist Party, unions, and other organizations within the school are as follows:

- Teachers concurrently serving as secretary of the school party committee or branch (where no party committee is established) at grade I schools are entitled to a reduction of 4 periods per week; at other level schools, they are entitled to a reduction of 3 periods per week.
1a. Teachers concurrently performing union tasks will have their teaching loads reduced according to Circular No. 08/2016/TT-BGDDT dated March 28, 2016, of the Minister of Education and Training, which regulates the reduction of teaching hours for teachers and lecturers performing non-specialized union tasks in public educational institutions within the national education system.
- Teachers concurrently serving as school union secretary or deputy secretary will be entitled to policies, benefits according to Decision No. 13/2013/QD-TTg dated February 6, 2013, of the Prime Minister of Vietnam regarding policies and benefits for staff of the Ho Chi Minh Communist Youth Union and the Vietnam Student Association in educational and vocational institutions.
- Teachers concurrently serving as the school's council president or secretary are entitled to a reduction of 2 periods per week.
- Teachers concurrently serving as the head of the school people's inspectorate are entitled to a reduction of 2 periods per week.
- To ensure teaching quality and the quality of other tasks, each teacher should not concurrently hold more than 2 positions and will receive the benefit of the highest applicable teaching load reduction.
Thus, teachers holding the following concurrent positions are eligible for a reduced teaching load:
- Homeroom teachers.
- Teachers in charge of specialized subject rooms.
- Teachers responsible for school-wide cultural, physical education activities, school gardens, workshops, equipment rooms, libraries (if these tasks do not have specialized staff).
- Subject team leaders.
- Subject deputy team leaders.
- Heads of functional departments at university preparatory institutions.
- Deputy heads of functional departments at university preparatory institutions.
- Party committee secretaries or branch secretaries.
- Union task performers.
- Union secretaries or deputy secretaries at the school level.
- School council presidents or secretaries.
- Heads of the school people's inspectorate.

- Teachers recruited under the first-time employment contract are entitled to a reduction of 2 periods per week.
- Female teachers with children under 12 months old are entitled to a weekly reduction of 3 periods (for upper secondary and lower secondary school teachers) or 4 periods (for primary school teachers).
2a. Female teachers at university preparatory institutions with children under 12 months old are entitled to a weekly reduction of 3 periods.
Thus, in the following cases, teachers not concurrently holding positions are still eligible for reduced teaching loads:
- Teachers recruited under their first-time employment contract are entitled to a reduction of 2 periods per week.
- Female teachers with children under 12 months old are entitled to a weekly reduction of 3 periods (for upper secondary and lower secondary school teachers) or 4 periods (for primary school teachers).
- Female teachers at university preparatory institutions with children under 12 months old are entitled to a weekly reduction of 3 periods.
Teachers are required to perform specialized and other activities as assigned by the principal.
How to convert activities assigned by the principal into teaching periods to calculate teaching hours?
Based on Clause 2, Article 11 of Circular 28/2009/TT-BGDDT (amended and supplemented by Clause 11, Article 1 of Circular 15/2017/TT-BGDDT), teachers in Vietnam are required to perform specialized and other activities as assigned by the principal. Conversion of these activities into teaching periods for the purpose of calculating teaching hours for each teacher is as follows:
- For teachers mobilized to serve as education inspectors, working time is converted as per Circular 31/2014/TT-BGDDT.
- For teachers mobilized to participate in professional guidance, training organized by the Department of Education and Training, or the Ministry of Education and Training, 1 actual training period is equivalent to 1.5 periods of the teaching load.
- For extracurricular reports and creative experience activities for students organized by the school (with lesson plans or report outlines), each actual reporting period is equivalent to 1.5 periods of the teaching load.
- Principals will determine the conversion of teaching periods for other specialized tasks based on the actual situation and after obtaining approval from the Head of the Department of Education and Training, the Director of the Department of Education and Training, and the Minister of Education and Training according to management decentralization for educational institutions.
