When a lower secondary school student needs to transfer to another school, they must follow the regulations specified in Clause 2, Article 4 of the Regulation issued alongside Decision 51/2002/QD-BGDDT.

Can a student who does not like studying at a lower secondary school apply to transfer to another lower secondary school in Vietnam?
Based on the regulation in Article 4 of the Regulation issued alongside Decision 51/2002/QD-BGDDT on transfer eligibility as follows:
Eligibility for transferring and re-enrollment.
1. Transferring:
a) Students transferring residence with their parents or guardians.
b) Students with particularly difficult family circumstances or having a truly legitimate reason for needing to transfer schools.
2. Re-enrollment:
Students re-enrolling after a break but still within the age range specified for each educational level.
A student can only transfer schools based on 3 reasons:
[1] Transferring residence with their parents or guardians.
[2] Transferring due to particularly difficult family circumstances.
[3] Having a truly legitimate reason for needing to transfer schools.
Therefore, based on the above regulation, if a student's reason for transferring is simply disliking their current lower secondary school, they cannot transfer to another lower secondary school as it does not fall within the three specified reasons.

What documents are needed for transferring to a lower secondary school in Vietnam?
Based on Article 5 of the Regulation issued alongside Decision 51/2002/QD-BGDDT (contents annulled and replaced by Article 2 of Circular 50/2021/TT-BGDDT), the procedure for transferring schools is regulated as follows:
* For transferring to a lower secondary school, prepare the following documents:
- Application for school transfer signed by the parent or guardian.- Academic record (original copy).- Certificate of admission to the first class of upper lower secondary school specifying the type of school admitted (public or private).- Transfer recommendation letter from the principal of the current school.- Transfer recommendation letter from the Head of the Division of Education and Training (for lower secondary level); Director of the Department of Education and Training (for upper secondary level) from the originating place (in case of transferring from another province/city).
* School transfer procedure for lower secondary schools involves the following steps:
- For lower secondary school students:
Transferring within the same province/city: The principal of the receiving school will handle the documents and resolve according to regulations of the Director of the Department of Education and Training.
Transferring from another province/city: The Division of Education and Training in the receiving area will handle and assign the student to a school based on their residence, along with already-reviewed documents.
* Note: School transfers are conducted at the end of the first semester or during the summer before the new school year begins. Exceptions on timing are handled by the Head of the Division of Education and Training (for lower secondary level), Director of the Department of Education and Training (for upper secondary level) at the receiving place.
What responsibilities does the lower secondary school principal have when a student applies to transfer?
Based on Article 21 of the Regulation issued alongside Decision 51/2002/QD-BGDDT, the responsibilities are specified as follows:
Responsibility for implementation.
1. The Director of the Department of Education and Training, based on specific local educational needs and conditions, will consider and issue necessary guidelines and additional regulations to effectively organize school transfers, and will widely notify schools and parents to ensure legitimate learning rights of students and prevent negative phenomena.
2. The school principal has the responsibility to:
a) Comply with the regulations on eligibility, documents, and procedures in transferring students, admitting Vietnamese students from abroad, and foreign students studying in Vietnam.
b) Not compel or suggest students from their school to transfer to another school for any reason.
c) Implement policies for reporting to the Department of Education and Training (for upper secondary level), Division of Education and Training (for lower secondary level) on transferring students, admitting Vietnamese students from abroad, and foreign students studying in Vietnam./.
Therefore, based on the above regulation, the lower secondary school principal will have 3 responsibilities:
- Comply with regulations on eligibility, documents, and procedures in transferring students.
