Who are responsible for proposing the establishment of the psychology program at universities in Vietnam?
According to Clause 1, Article 7 of Circular 02/2022/TT-BGDDT on the process of proposing and approving new academic programs:
Proposing and Approving the Establishment of New Academic Programs
1. The President, Director, or Rectors of training institutions (collectively referred to as the Rector) are responsible for directing and organizing the development and proposal of new academic programs.
...
Thus, in accordance with the above regulations, if a university wishes to establish a new psychology program, the President, Director, or Rector of the training institution, collectively known as the Rector, is responsible for proposing the establishment.
Simultaneously, the proposal must include the requirements specified in Clause 2, Article 7 of Circular 02/2022/TT-BGDDT:
[1] The necessity of proposing the academic program: a report analyzing the need for training, the demand for manpower to serve the current labor market and future trends;
Analyzing and forecasting manpower needs in terms of quantity and quality, surveying employer requirements for the skills of graduates, and assessing the labor market scope in relation to the proposed academic program;
Analyzing the development trends in training programs globally, suitability with the institution's development and training level, alignment with the institution's mission and strategic goals, and compatibility with regional and national economic-social development strategies;
[2] The capabilities of the training institution: a report analyzing the existing capabilities of the institution in relation to the proposed academic program, including faculty, infrastructure, technology resources, training programs, scientific research, and enterprise and international cooperation;
[3] The objectives of the proposed academic program: an explanatory report of the expected outcomes regarding the timeline for establishing the program, the implementation timeline for the training program, training goals, enrollment and training scale in the next 5 to 10 years, training quality, and social impact;
[4] Solutions and implementation roadmap: an explanatory report of the solutions and roadmap for developing the proposed academic program, training program development, infrastructure, technology, and learning resources investments, faculty recruitment and development plans, training program evaluation, and accreditation plans;
Additionally, the body responsible for verifying the proposal for new undergraduate programs, as per Clause 3, Article 7 of Circular 02/2022/TT-BGDDT, is the institution's Scientific and Training Council.
Approval of the proposal to establish new undergraduate programs at training institutions is carried out according to Clause 4, Article 7 of Circular 02/2022/TT-BGDDT as follows:
- Based on the approved proposal by the Scientific and Training Council, the Rector shall submit a report to the University Council for approval. The University President shall submit a report to the University Council for programs involving multiple participating units in implementation. The University Council is responsible for:
+ Ensuring that the proposed development aligns with the institution's development direction and meets the manpower needs of ministries, localities, the country, and international integration;
+ Ensuring resources for the effective implementation of the proposed academic program;
+ Assessing risk predictions, preventive measures, and solutions in case of risks when implementing the new academic program.
In the absence of a University Council, the training institution shall report to its direct management agency for approval and be responsible for supervising, managing, and overseeing the development and implementation of the academic program proposal.
