Which higher education institutions in Vietnam are permitted to jointly provide training for Bachelor's, Master's, and Doctoral Programs?

According to Clause 1, Article 15 of Decree 86/2018/ND-CP, higher education institutions that are allowed to collaborate in undergraduate, master's, and doctoral training include the following:

[1] Higher education institutions established and legally operated in Vietnam and have been accredited for educational quality;

[2] Higher education institutions established and legally operated abroad, recognized for educational quality by an accrediting agency or an authorized education institution in the foreign country, and recognized by an authorized agency or organization in Vietnam.

What is the scope of joint training program at bachelor’s, master's and doctorate levels in Vietnam?

Based on Clause 1, Article 16 of Decree 86/2018/ND-CP, the scope of joint training program at bachelor’s, master's and doctorate levels in Vietnam is stipulated as follows:

Scope, scale, admission, and language taught in joint training programs

  1. Scope of joint training programs.

a) Higher education institutions stipulated at point a, clause 1, Article 15 of this Decree are only allowed to collaborate in training within the scope of the fields and levels of education permitted by the competent authority in Vietnam;

b) Higher education institutions stipulated at point b, clause 1, Article 15 of this Decree are only allowed to collaborate in training within the scope of the fields and levels of education permitted and recognized by the competent authority in Vietnam.

  1. The scale of collaborative training is determined based on the quality assurance conditions for facilities, equipment, laboratories, libraries, faculty, and administrative staff. These conditions should not overlap with those used to calculate the total admission quota of the educational institution. In case the quality assurance conditions are shared, the collaborative training programs' scale must be included in the annual total admission scale of the institution. Vietnamese and foreign higher education institutions propose the training scale in the application for approval of collaborative training, which is presented to the competent authorities as stipulated in Article 22 of this Decree for approval.

Thus, the scope of joint training program at bachelor’s, master's and doctorate levels in Vietnam is as follows:

- For higher education institutions established and legally operated in Vietnam and have been accredited for educational quality: they are only allowed to collaborate in training within the scope of the fields and levels of education permitted by the competent authority in Vietnam;

- For higher education institutions established and legally operated abroad, recognized for educational quality by an accrediting agency or an authorized education institution in the foreign country, and recognized by an authorized agency or organization in Vietnam: they are only allowed to collaborate in training within the scope of the fields and levels of education permitted and recognized by the competent authority in Vietnam.

What conditions must candidates meet to enroll in joint training programs for bachelor’s, master's and doctorate levels in Vietnam?

Based on Clause 3, Article 16 of Decree 86/2018/ND-CP, candidates enrolling in joint training programs for bachelor’s, master's and doctorate levels in Vietnam must meet the following conditions:

- In case of awarding degrees from Vietnamese higher education institutions, candidates must meet the admission requirements for undergraduate, master's, and doctoral levels as per Vietnamese law;

- In case of awarding degrees from foreign higher education institutions, candidates must meet the admission requirements for undergraduate, master's, and doctoral levels of the foreign educational institution and the admission conditions as per the regulations of the country where the foreign institution is established;

- In case of awarding dual degrees from both Vietnamese and foreign higher education institutions, candidates must meet the requirements stated in points a and b of this clause;

- Foreign language proficiency:

Candidates seeking degrees from Vietnamese higher education institutions must have at least level 3 proficiency according to the 6-level Foreign Language Proficiency Framework for Vietnam or equivalent;

In case of awarding degrees from foreign higher education institutions or dual degrees from both Vietnamese and foreign institutions, candidates must have at least level 4 proficiency according to the 6-level Foreign Language Proficiency Framework for Vietnam or equivalent. For language-specific programs, the language requirements will follow the regulations of the foreign institution;

- Based on the learner's needs, collaborating institutions can organize training and language skill enhancement courses to help learners achieve the necessary proficiency stated at point d, clause 3, Article 16 of Decree 86/2018/ND-CP before commencing formal instruction.
