Which groups of students are exempted from national defense education courses in Vietnam?
Based on Article 4 Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH stipulating the subjects exempted from, or having their national defense education courses deferred, as follows:
Subjects exempted from or having their national defense education courses deferred
- Subjects exempted from national defense education courses:
a) Students with a certificate of reserve officer or a diploma issued by military or police schools;
b) Students already holding a national defense education certificate equivalent to the training level;
c) Foreign students.
- Subjects exempted from taking, exempted from examinations for the courses or contents in the national defense education program, include: students having a confirmation certificate showing a score of 5 or above on a 10-point scale for the respective courses or contents.
- Subjects exempted from the practical components of military skills education:
a) Students with disabilities, having a disability certificate as per the legal regulations on disabled persons;
b) Students physically unfit or suffering from illnesses classified for exemption from military service under current regulations;
c) Students who have completed military service or police service.
- Subjects allowed to defer national defense education courses:
a) Students needing long-term treatment for health reasons, certified by the treating hospital;
b) Female students who are pregnant or on maternity leave as prescribed by the current regulations.
- Directors and principals of educational institutions shall consider deferring national defense education courses for the subjects specified in points a and b of clause 4 of this Article. Post deferral, educational institutions shall arrange for the students to join appropriate classes to complete the program.
Thus, the groups of students exempted from national defense education courses include:
- Students with a certificate of reserve officer or a diploma issued by military or police schools;
- Students already holding a national defense education certificate equivalent to the training level;
- Foreign students;
- Students having a confirmation certificate showing a score of 5 or above on a 10-point scale for the respective courses or contents, exempted from taking or examinations for those courses or contents in the national defense education program;

What are the qualification standards for lecturers teaching national defense education in Vietnam?
Article 5 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH stipulates as follows:
National Defense Education and Security Teachers, Lecturers
- National Defense Education and Security teachers and lecturers include those meeting the criteria as specified in clauses 1 and 2 of Article 6 of Decree No. 13/2014/ND-CP dated February 25, 2014, of the Government of Vietnam detailing and implementing the Law on National Defense Education and Security.
- Educational institutions shall develop training and professional development plans to update knowledge about national defense and security, and teaching methods to ensure the appropriate qualification standards.
Clause 1 of Article 6 Decree 13/2014/ND-CP stipulates the qualification standards for national defense and security teachers and lecturers, including the timeframe and roadmap for completion, as follows:

- Teachers must possess one of the following qualifications:
a) Hold a bachelor’s degree in national defense and security education;
b) Hold a bachelor’s degree in another field and a certificate in training national defense and security teachers, lecturers;
c) Hold a second diploma in the field of training national defense education teachers.

What are the conditions for students to be issued with a national defense education certificate in Vietnam?
Based on Article 10 Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH stipulating the conditions and authority for issuing a national defense education certificate as follows:
Conditions and Authority for Issuing a National Defense Education Certificate
- Students with an average score of 5 or higher (on a 10-point scale) in the course shall be issued a national defense education certificate.
- Authority for issuing a national defense education certificate:
a) Directors and principals of educational institutions authorized to organize national defense education courses have the authority to issue national defense education certificates;
b) Directors of national defense education centers issue certificates according to regulations on joint national defense education programs.
- The printing, management, and issuance of national defense education certificates shall comply with the current regulations issued by competent authorities in charge of vocational education and higher education.
Thus, to be issued a national defense education certificate, students must have an average score of 5 or higher on a 10-point scale in the course.
