Based on Article 21 of Circular 22/2021/TT-BGDDT:
Effective Date
- This Circular takes effect from September 5, 2021, and is implemented according to the following timeline:
- From the academic year 2021-2022 for grade 6.
- From the academic year 2022-2023 for grades 7 and 10.
- From the academic year 2023-2024 for grades 8 and 11.
- From the academic year 2024-2025 for grades 9 and 12.
- This Circular replaces Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training promulgating the Regulation on the assessment, classification of lower secondary and upper secondary students, and Circular No. 26/2020/TT-BGDDT dated August 26, 2020, of the Minister of Education and Training amending and supplementing a number of articles of the Regulation on the assessment, classification of lower secondary and upper secondary students promulgated together with Circular No. 58/2011/TT-BGDDT dated December 12, 2011, by the Minister of Education and Training, according to the schedule specified in clause 1 of this Article.
Based on Article 2 of Circular 27/2020/TT-BGDDT, the assessment of primary school students will be implemented according to the following timeline:

- From the academic year 2020-2021 for grade 1.
- From the academic year 2021-2022 for grade 2.
- From the academic year 2022-2023 for grade 3.
- From the academic year 2023-2024 for grade 4.
- From the academic year 2024-2025 for grade 5.
Thus, in the academic year 2024-2025, grades 5, 9, and 12 will undergo changes in the way student evaluations are conducted. To be specific:
- Students in grades 9 and 12 will be evaluated according to Circular 22/2021/TT-BGDDT.
- Students in grade 5 will be evaluated according to Circular 27/2020/TT-BGDDT.

What is the purpose of evaluating primary school students in Vietnam?
According to Article 3 of the regulation on evaluating primary school students issued with Circular 27/2020/TT-BGDDT, the purpose of evaluating primary school students is to provide accurate information promptly, determine academic and training achievements according to the level of meeting the required standards of the primary education program and the student's progress to guide learning activities, adjust teaching activities to improve education quality. To be specific:
- Assist teachers in adjusting, innovating forms of organization, educational methods during teaching, and education; promptly identify students' efforts, progress to motivate and encourage, and detect difficulties students cannot overcome, in order to provide guidance and assistance to improve learning and training quality and effectiveness; contribute to achieving primary education goals.
- Help students develop self-assessment, participate in evaluation; self-study, self-adjust learning methods; communicate, collaborate; have interest in learning and training for progress.
- Assist parents or guardians (hereinafter referred to as parents) in evaluating students’ learning and training process, forming and developing their qualities and competencies; proactively cooperate with schools in educational activities for students.
- Aid educational management staff at all levels to promptly direct educational activities, innovate teaching and evaluation methods to achieve educational efficiency.
- Help social organizations access accurate, objective information and mobilize social resources to participate in educational development investment.
