What is the guidance on preparing the teacher's achievement report for commendation in Vietnam?
Preparing the teacher's achievement report for commendation in Vietnam is guided in Appendix I issued with Decree 98/2023/ND-CP as follows:
[1] Write the province/municipality name of the individual who is a teacher
[2] Clearly state the achievements proposed for commendation
[3] Administrative unit: Commune (ward, township); district (town, provincial city; city under the municipality); province/municipality.
[4] Continuously report achievements for 10 years or more up to the proposed time for the Ho Chi Minh Order, Independence Order, or Military Exploit Order; continuously for 05 years or more up to the proposed time for the Fatherland Defense Order, Labor Order; continuously for 05 years or more up to the proposed time for the Diploma of Merit of the Prime Minister of Vietnam; 06 consecutive years for the title National Emulation Soldier, 03 consecutive years for the Emulation Soldier of ministries, departments, and central or local authorities; 02 consecutive years for the Diploma of Merit from ministries, departments, and central or local authorities; 01 year for Grassroots-Level Emulation Fighter, Advanced Labor and Certificate of merit.
[5] State the teacher's achievements in performing assigned tasks (results achieved in terms of labor efficiency, quality, mission execution efficiency; measures, solutions in management renewal, initiatives, scientific research projects; technology renewal, application of science and technology in practice; implementation of the Communist Party of Vietnam's guidelines and policies, State policies and laws; training and self-improvement in professional skills, ethics; welfare of staff, role in building the Communist Party of Vietnam and mass organizations; participation in social, charitable activities...).
- For leaders and managers, summarize the unit’s achievements; for business unit heads, create a comparative statistics table of criteria: Total production value, revenue, profit, tax payments, reproduction investment, average income; technical improvement initiatives, scientific applications (benefit value); social welfare during the period proposed for commendation.
- For schools: The report must clearly show the outcomes in school management and organization, workforce development, finance, and physical facilities, teaching equipment; educational activities and results; scientific research, international cooperation (for training institutions), compared with the period before the commendation.
[6] State forms of commendation previously awarded or posthumously awarded by the Communist Party of Vietnam, State, ministries, departments, and central or local authorities (clearly state decision number, date, month, and year of signing the decision).

+ Clearly state contents of initiatives or scientific projects, scientific proposals, scientific works and technology (participating as a member or head of the scientific project), with certifications or verifications from competent agencies, and organizations (clearly state documents, date, month, year) regarding initiatives, scientific projects, scientific proposals, scientific works and technology accompanied by the dossier.
- For the report proposing the title "Emulation Soldier of ministries, departments, and central or local authorities, clearly state the time of 03 consecutive times awarded the title "Grassroots-Level Emulation Fighter" before the proposed time; initiatives or scientific projects, scientific proposals, scientific works and technology recognized by competent authorities.
What are the principles of assessment for emulation titles and commendation forms in Vietnam?
According to Article 4 of Decree 98/2023/ND-CP, the principles of assessment for emulation titles and commendation forms are as follows:
- Commendation shall be based on conditions, standards, and gained achievements. It is not necessary to have a low-level commendation to receive a commendation at a higher level.
- Competent authorities shall commend or request superior authorities to award emulation titles and commendation forms to cases with adequate conditions, standards, procedures, and applications as per regulation.
- Results of irregular achievement commendation and thematic emulation shall not be used for requesting superior authorities to provide commendation.
- It is mandatory to delay commending or requesting superior authorities to commend individuals or collectives subject to disciplinary action assessment or investigations, inspections, and examinations carried out by relevant authorities due to having signs of violations, being subject to complaints or denunciations, or having issues concerning corruption or negativity specified by the press pending for verification.
After the disciplinary period of individuals or collectives, if such individuals or collectives gain achievements, commendations shall be provided for achievements gained after the disciplinary period.
- The maternity leave time of individuals as per regulation shall be determined for assessment for emulation titles and commendation forms.
- If many individuals or collectives meet the prescribed conditions and standards, female individuals or collectives with a percentage of females of at least 70% shall be selected for commendation assessment.
- The time of holding a position for assessment for commendation for the contribution processes for female leaders and managers is reduced by 1/3 of the generally prescribed time. If female leaders and managers are eligible for older retirement age, the mentioned time shall comply with the general regulation.
