Based on Article 18 of the Charter for primary schools issued alongside Circular 28/2020/TT-BGDDT on textbooks, teaching equipment, reference materials, and local education materials:

- Primary schools use textbooks approved by the Minister of Education and Training and selected by the Provincial People's Committee for teaching and learning processes in the primary schools within the province; teachers and students use textbooks in teaching and learning activities to achieve the goals, educational content, and student competencies stipulated in the primary education curriculum; primary schools must promptly provide full information about the textbooks used at the school for students and their families to know.
- Teaching equipment used in the school must belong to the Minimum Teaching Equipment List issued by the Ministry of Education and Training and other teaching equipment as stipulated by the education curriculum.
- The school organizes the selection and provision of reference publications to support the teaching and research activities of teachers according to the regulations of the Ministry of Education and Training; teachers are encouraged to use reference publications to improve the quality of education. No organization or individual is allowed to force students to buy reference materials.
4. Local education materials are compiled and appraised by the Provincial People's Committee to meet the needs and suit the characteristics of the locality, meeting the educational goals and content requirements of the primary education curriculum and approved by the Minister of Education and Training.
Thus, local education materials for primary schools are compiled and appraised under the direction of the Provincial People's Committee.

What does the local education content in Vietnam include?
Based on the General Education Program issued alongside Circular 32/2018/TT/BGDĐT:
- Local education content addresses fundamental or current issues related to culture, history, geography, economy, society, environment, career orientation, etc., of the locality, supplementing the mandatory unified educational content nationwide. It aims to equip students with knowledge of their living area, fostering in them a love for their homeland and an awareness to apply what they have learned to help solve local issues.
- At the primary level, local education content is integrated with experiential activities. At the lower secondary and upper secondary levels, local education content holds a position equivalent to other subjects.
- Based on the general education program, the Provincial People's Committee specifies the standards, processes for compiling, appraising, and revising materials on local education content; directs the organization of compiling, appraising the local education content materials following the guidance of the Ministry of Education and Training and reports for approval.
Is local education in Vietnam a mandatory subject in the career-oriented education phase?
Based on the General Education Program issued alongside Circular 32/2018/TT/BGDDT, the mandatory subjects and educational activities are Vietnamese Literature, Mathematics, Foreign Language 1, Physical Education, National Defense and Security Education, Experiential, Career Orientation activities, and Local education content.
Optional subjects include three groups:
- Social science subjects: History, Geography, Economics and Law Education.- Natural science subjects: Physics, Chemistry, Biology.- Technology and Arts subjects: Technology, Informatics, Arts (Music, Fine Arts).
Students select five subjects from the three groups mentioned above, with at least one subject from each group.
Each of these subjects, Vietnamese Literature, Mathematics, History, Geography, Economics and Law Education, Physics, Chemistry, Biology, Technology, Informatics, Arts, includes several study modules that form a cluster of modules for the subject to meet deeper differentiation needs. These help students enhance their knowledge and practical skills, applying what they have learned to solve real-world problems, aligning with career orientation needs. Each study module lasts for 10 or 15 sessions;
The total time dedicated to each cluster of study modules for a subject is 35 sessions per academic year. In each of grades 10, 11, and 12, students choose three clusters of study modules from three subjects that suit their interests and the school's organizational capacity.
Schools can design combinations of subjects from the three groups of subjects and study modules mentioned above to meet students' needs while ensuring alignment with the school's teacher staff, facilities, and teaching equipment conditions.
Optional subjects: Minority Language, Foreign Language 2.
Thus, local education is a mandatory subject in the career-oriented education phase.
