Assessment of dossiers and approval of textbook selection results
- The Department of Education and Training assesses the textbook selection dossiers of educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reports to the Department of Education and Training on the evaluation results and the list of textbooks selected by educational institutions under its management.
- The Department of Education and Training assesses the textbook selection dossiers of educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reviews the reports of the Departments of Education and Training on the evaluation results and the list of textbooks selected by the educational institutions as stipulated in Clause 1 of this Article; consolidates the results, prepares the list of textbooks selected by educational institutions (attached with the textbook selection dossiers of educational institutions as stipulated in Clause 5, Article 7 of this Circular), and submits it to the provincial People's Committee for consideration and approval.
- Based on the textbook selection results of educational institutions presented by the Department of Education and Training, the provincial People's Committee decides to approve the list of textbooks selected by the educational institutions.

What are the principles for selecting textbooks in Vietnam?
According to Article 2 of Circular 27/2023/TT-BGDDT on the principles for selecting textbooks in Vietnam:
- Textbooks shall be selected from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade selects 01 (one) textbook for each subject or educational activity (including elective contents and topics if any) implemented in educational institutions (hereinafter referred to as a subject).
- The selection of textbooks must ensure democracy, objectivity, transparency, and the best interests of students.

2. Number and structure of Council members
a) The Council includes: The head or deputy head; head of professional team, professional group, or professional office (hereinafter referred to as the professional team), representative teachers, and representative of the Parent Committee of the educational institution. The number of Council members is odd and at least 11 (eleven) people. For educational institutions with less than 10 (ten) classes, the number of Council members is at least 05 (five) people;
b) The structure of the Council includes: President, Vice President, Secretary, and Council members. The President of the Council is the head; if the head cannot participate in the Council as stipulated in Clause 3, Article 4 of this Circular, or in cases of absence due to force majeure, the President is the deputy head. The Vice President of the Council is the deputy head or head of the professional team. The Secretary of the Council is selected from among the members.
Thus, the council for textbook selection includes the President, Vice President, Secretary, and Council members. The President of the Council is the head.
What is the process for selecting textbooks in primary schools in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting textbooks in primary schools is as follows:
Step 1: The Council shall formulate a plan to organize the selection of textbooks of the education and training institution, and assign tasks to Council members.
Step 2: Organize the selection of textbooks at the professional team
Step 3: The Council meets, discusses, and assesses the organization of textbook selection by professional teams; appraises meeting minutes of professional teams, textbook comments and assessment sheets of teachers; summarizes the results of the textbook selection of professional teams into minutes (Including comments and assessments on the organization of textbook selection by professional teams; lists of selected textbooks of professional teams), minutes with the signatures of the Chairman and Secretary of the Council.
Step 4. The Council shall propose to the heads of the list of textbooks selected by professional teams by this Circular.
Step 5. The education and training institution shall make a textbook selection dossier and send it to the Division of Education and Training, including
- Decision to establish the Council of the primary school;
- Meeting minutes of the Council as per regulations;
- The list of textbooks selected by the primary school.
