Based on Article 10 of the Regulation on Distance Higher Education issued with Circular 28/2023/TT-BGDDT, the academic performance assessment as follows:

Academic performance assessment

1. Academic performance assessment is carried out in accordance with Articles 9 and 10 of Circular No. 08/2021/TT-BGDDT.

2. Administer final exams at the end of the course in a direct form, and learners must gather at the training institution or at a joint training partner according to the training institution's regulations.

3. The final question paper is developed in accordance with the content and requirements for the final exam, and is checked and confirmed by the head of the leading institution.

4. Academic performance assessment is carried out in accordance with Articles 11 of Circular No. 08/2021/TT-BGDDT.

Thus, the final exam for distance higher education is conducted at the training institution or at the joint training partner according to the training institution's regulations.

When are students in distance undergraduate training assessed and recognized for graduation?

Based on clause 2, Article 11 of the Regulation on distance education at higher education level issued with Circular 28/2023/TT-BGDDT, the recognition of academic performance and credit conversion, recognition of graduation and degree awarding as follows:

2. Graduation recognition and degree awarding are set out in Article 14 of Circular No. 08/2021/TT-BGDDT.

Referring to Article 14 of the Regulation on Higher Education issued with Circular 08/2021/TT-BGDDT, graduation recognition and degree awarding as follows:

Graduation recognition and degree awarding

1. Conditions for graduation consideration and recognition:

a) The student has accumulated sufficient units of study and credits and completed other compulsory contents required by the training program and achieved the expected learning outcomes of the training program;

b) The student has average GPA or higher for the whole course;

c) At the time of graduation consideration, the student is not facing a criminal prosecution or suspended from study.

2. Principals shall issue graduation recognition decisions and award degrees to students eligible for graduation within 03 months starting from the time where the students become eligible and have fulfilled all obligations with their training institutions.

3. Degree classification shall be determined based on GPA of the whole course according to regulations in Clause 5 Article 10 of this Regulation, in which, the degree classification of students with excellent and very good GPAs will be lowered by half in any of the following cases:

Thus, students in distance higher education are considered and recognized for graduation when they meet the following conditions:

- Accumulate enough modules, credits, and complete other mandatory contents as required by the training program, achieving the program outcomes;

- The cumulative GPA of the entire course is average or higher;

- At the time of graduation assessment, not being criminally prosecuted or not being under disciplinary suspension.

What information must be disclosed on training institution's website before organizing distance education in Vietnam?

Based on clause 4, Article 14 of the Regulation on Distance Higher Education issued with Circular 28/2023/TT-BGDDT:

4. The training institution shall disclose the following on their website before delivering distance education:

a) Their distance education regulations and other regulations related to distance education;

b) Distance education decision;

c) Distance education program;

d) Quality assurance requirements for distance education (including information on qualifications and experience of lecturers and support staff);

dd) Enrolment announcement according to current enrolment regulations.

5. Training institutions shall provide and maintain information in the learning environment, support learners, regularly update public information on the training institution's website, ensuring that information is easily accessed, updated, accurate, easy to read, including at least the following contents:

a) Information specified in Points a, b, c, d, Clause 4 of this Article;

b) Number of learners admitted, currently studying, dropping out and graduating for each course and each distance education program;

c) Data proving that distance education programs meet training program standards promulgated by the Minister of Education and Training;

d) Data that proves the compliance with the minimum requirements to deliver distance education as prescribed in Article 5 of this Regulation./.

Thus, before organizing distance education, higher education institutions must publicly disclose the distance education regulation of the training institution and related regulations on distance education on their website.

In addition, higher education institutions must disclose the following information:

- The decision on distance education;

- The distance education program;

- The conditions ensuring the quality of distance education (including information on the qualifications and experience of lecturers and support staff);

- Admission announcements according to the current admission regulations.
