Where do the facilities used for sports activities in primary schools in Vietnam come from?
Based on Article 9 of Circular 48/2020/TT-BGDDT, the provisions are as follows:
Facilities
1. Various departments, sectors, local authorities facilitate schools to use grounds, practice yards, multifunctional practice houses, gyms, swimming pools, and sports equipment available in the area to serve physical education and sports activities in schools.
2. Strengthen socialization efforts to attract organizations and individuals to participate in investing, constructing, upgrading, and renovating sports facilities and training equipment in schools and communities to meet students' sports activity needs.
In primary schools, the facilities used for sports activities are provided by various departments, sectors, and local authorities that facilitate schools to use grounds, practice yards, multifunctional practice houses, gyms, swimming pools, and sports equipment available in the area.

Can primary schools in Vietnam mobilize sponsorship to build facilities for sports activities?
Based on Article 3 of Circular 16/2018/TT-BGDDT, which regulates the sponsorship for educational institutions within the national education system as follows:
Content of mobilizing and receiving sponsorship
1. Educational institutions are allowed to mobilize and receive sponsorships to implement the following contents:
a) Equip devices, teaching aids; equipment for scientific research; renovate, repair, and construct work items serving educational activities at the educational institution;
b) Support educational, training, and scientific research activities within the educational institution.
2. Sponsorships are not to be used to pay: teaching allowances; expenses directly related to management staff, teachers, lecturers, and employees, security, and protection activities; allowances for supervising students’ transportation means; allowances for maintaining classroom and school hygiene; rewarding management staff, teachers, or employees; costs supporting the management work of the institution.
Accordingly, primary schools are allowed to mobilize sponsorships to construct work items serving educational activities at the institution, including building facilities for sports activities in schools.
What is the procedure for receiving sponsorship at a primary school in Vietnam?
Based on Article 6 of Circular 16/2018/TT-BGDDT, the procedures for receiving sponsorship at a primary school are defined as follows:
Step 1: Establish the Sponsorship Reception Committee
- The educational institution is responsible for establishing the Sponsorship Reception Committee.
The Sponsorship Reception Committee includes the following key members: the head of the educational institution; the chief accountant; the representative board of parents or the representative of the Ho Chi Minh Communist Youth Union, Student Union; the representative of the local community where the institution's headquarters are located (if any);
- The head of the educational institution is the head of the Sponsorship Reception Committee;
- The Sponsorship Reception Committee is responsible for disseminating and widely informing the purpose, meaning, and principles of the sponsorship activity; providing information about the time, address, name, and account number to receive sponsorship of the educational institution; inspecting and handing over sponsorships in-kind or non-material forms;
- The Sponsorship Reception Committee will dissolve itself after completing its tasks.
Step 2: The educational institution organizes the reception of sponsorships as follows:
(1) For monetary sponsorships:
- The educational institution must open a detailed accounting book to separately track the received sponsorship funds; open an additional account at a Bank or State Treasury to receive the transferred sponsorship funds;
- In case of sponsorship in the form of diamonds, gemstones, precious metals, or other valuable items, the educational institution will cooperate with the Sponsorship Reception Committee to organize the sale to a Commercial Bank or organize auctions and deposit the proceeds into the institution's account.
(2) For in-kind sponsorships:
- The educational institution will cooperate with the Sponsorship Reception Committee to carry out the procedures for receiving and handing over, preparing the grounds and warehouses to store the sponsored items promptly and conveniently;
- In case of sponsoring construction works under the "turn-key" method:
The sponsor completes the documentation and certificates related to the construction work and transfers them to the educational institution and the financial agency at the same level for accounting according to the received sponsored work's value.
Encourage the final settlement of funds following the regulation in Circular 09/2016/TT-BTC of the Ministry of Finance regulating the final settlement of completed projects under state capital sources (Circular 09/2016/TT-BTC has expired and been replaced by Circular 96/2021/TT-BTC)
- In case of sponsoring equipment, machines: The sponsor provides technical documents and records to the educational institution as per the current legal regulations.
(3) For non-material sponsorships: The educational institution will receive, manage, and use according to the legal regulations on intellectual property and other current legal documents.
In the case of land use rights sponsorship: The sponsor provides the related documents on land use rights and carries out the procedures for transferring the land use rights to the educational institution to receive, manage, and use according to the legal regulations on land.
