Based on Article 10 of the Admission Regulations for Secondary Schools and High Schools issued together with Circular 11/2014/TT-BGDDT (with provisions annulled by Article 2 of Circular 05/2018/TT-BGDDT), the responsibilities of the Department of Education and Training are as follows:

1. Develop an admission plan and present it to the provincial People's Committee for approval, including the following main contents: area, method, target, priority policies, and organization of the high school admission work.
For localities that choose the examination method or combine examination with selection, the following additional contents are required:
a) Exam subjects, preparation of exam papers, exam format, duration, exam paper coefficient, and additional points;
b) Organization, tasks, activities, authority, and responsibilities of the exam paper preparation board, exam council, grading council, and re-examination council; preparation, printing, and transportation of exam papers.
2. Guide the admission work for the district education and training offices and high schools.
3. Decide on the establishment of admission councils; approve the admission results of each high school. Receive documents from the admission councils, exam councils, and grading councils.
4. Organize inspection and supervision of the admission work for secondary and high schools.
5. Archive admission documents according to legal regulations.
6. Perform periodic and annual statistics, information, and reports on the admission work to the provincial People's Committee and the Ministry of Education and Training.
In addition, Article 9 of the Admission Regulations for Secondary Schools and High Schools issued together with Circular 11/2014/TT-BGDDT stipulates the responsibilities of the provincial, city-level People's Committee (collectively referred to as the provincial level) and the district, county-level People's Committee (collectively referred to as the district level) as follows:

1. Provincial People's Committee:
a) Direct, approve the plan and method of high school admission;
b) Direct the inspection and supervision of admission work and stipulate the fee collection level for admission.

b) Direct the inspection and supervision of admission work.
Thus, candidates need to submit a copy of the Grade 10 exam result slip at the high school they have been admitted to and wish to enroll in. The school will confirm the admission in the system and print the confirmation slip for the candidate.
Usually, the time for confirming admission to Grade 10 is stipulated in the Grade 10 Admission Plan of the Department of Education and Training.
For the Grade 10 admission exam, after having the standard scores, the schools will announce the list of admitted candidates for reference.
Currently, most schools do not send Grade 10 admission slips or admission confirmation slips. Instead, candidates will proceed to confirm enrollment in the local Department of Education and Training's system according to the prescribed time as soon as the admission list is available.

How are students admitted directly and given priority in the high school entrance exam in Vietnam?
Based on Article 7 of the Admission Regulations for Secondary Schools and High Schools issued together with Circular 11/2014/TT-BGDDT with some phrases annulled by Article 2 of Circular 05/2018/TT-BGDDT; amended by Article 1 of Circular 05/2018/TT-BGDDT; supplemented by Article 1 of Circular 18/2014/TT-BGDDT:
[1] Direct admission into high school for the following cases:
- Students of ethnic minority boarding schools;
- Students from very small ethnic groups;
- Disabled students;
- Students who have won national and international awards in cultural, artistic, sports competitions; and national-level science and technology competitions for secondary and high school students.
[2] Subjects eligible for priority points.
The Department of Education and Training stipulates the additional points for each group of subjects eligible for priority points, with a difference of 0.5 points on a 10-point scale between two successive priority groups, including:
- Group 1:
+ Children of martyrs;
+ Children of war invalids with over 81% incapacity;
+ Children of diseased soldiers with over 81% incapacity;
+ Children of persons granted the "Certificate of Beneficiary of Policies as War Invalids" with over 81% functional impairment;
+ Children of persons involved in resistance activities affected by toxic chemicals;
+ Children of revolution activists before January 1, 1945;
+ Children of revolution activists from January 1, 1945, to the August 1945 uprising.
- Group 2:
+ Children of Armed Forces Heroes, Labor Heroes, Vietnamese Heroic Mothers;
+ Children of war invalids with under 81% incapacity;
+ Children of diseased soldiers with under 81% incapacity;
+ Children of persons granted the "Certificate of Beneficiary of Policies as War Invalids" with under 81% functional impairment.
- Group 3:
+ Persons whose parents are ethnic minorities;
+ Ethnic minorities;
+ Persons living and studying in areas with particularly difficult socio-economic conditions.
