Where are Vietnam high school graduation exam's question papers stored?
Based on Article 19 of the High School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT, the regulations regarding the storage, usage of question papers, and storage of question papers at the exam locations are as follows:
Storage, Usage of question papers and Storage of question papers at Exam Locations
- question papers and answer sheets must be stored in separate cabinets. The cabinets storing the question papers and answer sheets must be secure, locked, and sealed (the seal label must have the signatures of the Exam Location Head, the Exam Location Secretary, and the police); the key is held by the Exam Location Head. When unsealing, the presence of the people who signed the seal label must be witnessed, a record must be made detailing the time of opening, reason for opening, and the condition of the seal.
- The area for storing question papers and candidates' question papers must have 24-hour police surveillance per day, and must ensure safety against fire, explosion. The storage room for question papers and answer sheets must be secure and solid; equipped with a surveillance camera recording all activities in the room 24 hours a day; with 24-hour police surveillance; and a Deputy Exam Location Head from a high school without any candidates taking exams at the location supervises the room during the entire time the question papers and scripts are stored there. Specifically, on exam days, the supervision time of the Deputy Exam Location Head in the storage room is calculated from the end of the final session's task of the previous exam day to the beginning of the next day's first exam session.
- The opening of exam paper bags and distribution of question papers to candidates must be conducted in the exam room at the correct time and for the right exam subject per the annual guidelines for organizing the high school graduation exam of the Ministry of Education and Training.
- Reserve question papers are only used with the approval of the National Steering Committee Head.
Thus, according to the above regulations, High School Graduation question papers are stored in separate cabinets.

How to transport and hand over Vietnam high school graduation exam's question papers?
Based on Article 18 of the High School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT (point c of clause 3 amended by clause 8, Article 1 of Circular 05/2021/TT-BGDDT), the regulations on printing, transporting, and handing over the question papers at the exam council are as follows:
- Transporting, handing over question papers:
+ The Head of the Transport and Handover Committee for question papers is concurrently a leader of the Exam Council; members of the Committee include police officers for protection and supervision as decided by the Chair of the Exam Council;
+ The Transport and Handover Committee for question papers is responsible for receiving the sealed exam paper bags from the Printing Committee, storing, transporting, and distributing question papers to the Exam Locations;
- The exam paper bags must be stored in locked and sealed chests, cabinets, or safes and protected continuously 24 hours a day; the key is held by the Head of the Transport and Handover Committee; the Head of the Transport and Handover Committee can authorize in writing the person in charge of the transportation team or group to hold, hand over the key to the Exam Location Heads.
In case of force majeure that prevents transportation in locked and sealed chests, cabinets, or safes, the provincial Department of Education and Training needs to develop a transportation plan that ensures the security and safety of the question papers and report to the Ministry of Education and Training before implementation;
- A record of handover of question papers between the Printing Committee and the Transport and Handover Committee, and between the Transport and Handover Committee and the Exam Location Heads must be made and kept.
Where are areas intended for setting and printing-copying of question papers in Vietnam?
Based on clauses 2 and 3, Article 16 of the High School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT regarding the area intended for setting and printing-copying of question papers, printing question papers, and security requirements as follows:
- The creation of question papers and printing of question papers (collectively referred to as making question papers) must be done in a secure, isolated location, subject to police security checks, and strictly guarded throughout the exam-making period until the end of the last exam subject, equipped with full security measures, information leak prevention, fire and explosion prevention.
- All members participating in the making of question papers must be completely isolated from the outside. In necessary cases and with the written consent of the Chair of the Exam Paper Creation Council or the Head of the Exam Paper Printing Committee, members are only allowed to contact the outside by fixed telephone, with external speaker, with recording under the supervision of guards and police.
- The list of people participating in the making of question papers must be kept confidential before, during, and after the exam.
- Those working in the isolated area must wear badges and operate only within the authorized areas and are allowed to leave the isolated area only after the end of the last exam session.
- In special cases, with the written consent of the Chair of the Exam Paper Creation Council or the Head of the Exam Paper Printing Committee, members are allowed to leave the isolated area under police supervision (within the required time stated in the written consent of the Chair of the Exam Paper Creation Council or the Head of the Exam Paper Printing Committee).
Thus, according to the above regulations, teachers creating high school graduation question papers must do so in a secure, isolated location, subject to police security checks, and strict protection throughout the exam-making period until the end of the last exam subject, equipped with all necessary security measures, information leak prevention, and fire and explosion prevention.
