Do the universities have the right to not accept the students, who do not confirm enrollment into universities in Vietnam?

According to clause 3, Article 21 of the University Admission Regulation, Preschool Education College Admission issued with Circular 08/2022/TT-BGDDT, for candidates who do not confirm university enrollment within the stipulated time, following regulations shall be applied:

(1) If without a valid reason, the candidate is considered to have declined admission, and the training institution has the right to refuse;

(2) If due to illness, accident, with confirmation from the district or higher hospital or due to natural disasters with confirmation from the district or higher People's Committee, the training institution will decide on admitting the candidate or deferring the admission result for the candidate's later enrollment;

(3) If due to mistakes or errors caused by the admission staff or the candidate, the training institution will cooperate with the individuals and relevant organizations to review evidence and decide on admitting the candidate or deferring the admission result for later enrollment.

Thus, according to the above regulation, a candidate who is successful in admission but without a valid reason for not confirming will be considered as having declined admission, and the training institution has the right to refuse enrollment.
