2. Mid-November - Late November:

First Strong Cold Air Spell: This is when Northern Vietnam will be affected by the first significant cold air spells, with temperatures beginning to drop significantly. At this time, the northeast monsoon winds bring light and frequent cold spells.

Low Temperatures: Temperatures may drop below 20°C, and in high mountainous areas, could fall below 10°C, especially on clear, cloudless nights.

Under Clause 1 of Official Dispatch 4465/SGDDT-CTTT-KHCN of 2022 on temperature for which students can leave school:

Protection Against Cold for Students

1. Regularly monitor outdoor temperature information in Hanoi during periods of intense and harsh cold, broadcast on the Vietnam Television Weather Forecast (VTV1); Hanoi Radio and Television Station (H1 channel) at 6 a.m. daily. Based on this information, the Head of the District Education and Training Department, heads of units, schools, and educational institutions shall proactively adjust school hours or allow students to leave school.

- Preschool and primary school students may leave school when the outdoor temperature is below 10°C.

- Lower econdary school students may leave school when the outdoor temperature is below 7°C.

Therefore, the Hanoi Department of Education has instructed that students may leave school when the outdoor temperature is below 7°C.

Thus, lower secondary school students will be allowed to leave school when the weather in Hanoi drops below 7°C.

Who has the power to decide on allowing lower secondary school students to leave in case of severe weather in Vietnam?

Under Clause 2, Article 3 of Decision 2171/QD-BGDDT in 2023:

Responsibilities for Implementation

1. Chairpersons of the People's Committees of provinces and municipalities decide:

a) The academic year timeline for preschool, general education, and continuing education in line with local practical circumstances.

b) The early start of the school year and extending it no more than 15 days beyond the stipulations in Article 1 of this Decision to ensure the completion of the preschool, general education, and continuing education curriculum in cases of natural disasters or epidemics; report to the Ministry of Education and Training for special situations emerging before implementation.

2. Directors of Departments of Education and Training shall:

a) Decide on allowing students to leave school in case of extreme weather, natural disasters, and arrange for makeup classes; ensure teachers' rest periods during the academic year.

b) Report to the Ministry of Education and Training: the preparation for the school year and the organization of the school year commencement for 2023-2024 before September 10, 2023; interim reports of the first semester before January 31, 2024; end-of-year summaries, reporting on criteria implementation for emulation and award proposals for the academic year before June 25, 2024.

Thus, under the above regulations, the Directors of the Departments of Education and Training decide on allowing lower secondary school students to leave school in case of extreme weather.
