Based on Section 2 of Official Dispatch 2345/BGDDT-GDTH in 2021 which guides the development of educational plans for primary schools issued by the Ministry of Education and Training in Vietnam, the regulations are as follows:

CONTENT

1. Educational plan of the school

a) The educational plan of the school is a plan to organize educational activities of the educational institution to implement the educational program issued by the Minister of Education and Training.

b) Annually, based on the school year plan determined by the Provincial People's Committee, central-affiliated cities, and the guidance on primary education tasks by competent authorities, the Principal organizes the construction of the school's educational plan according to Appendix 1 and ensures the following contents:

- The plan for organizing teaching time for compulsory subjects, elective subjects, ensures the total number of sessions per school year as prescribed in the primary school program; arranges the implementation time of the program to ensure scientific and pedagogical nature, does not cause pressure on students; flexible in organizing the teaching of subjects and educational activities suitable to the actual conditions of the school, ensuring that by the end of the school year, the required outcomes are achieved as prescribed by the program.

- For educational activities of reinforcement, enhancement, and activities based on learners' needs organized in the form of experiences, field trips, social activities, exploring local culture, etc., the Principal organizes the construction of the implementation time plan suitable to the implementation time plan of the subjects, educational activities, and the specific conditions of the school; creates an environment for students to experience and apply the knowledge they have learned, develop the competencies achieved in the subjects and educational program into practice.

- The school's educational plan is issued and reported to the competent authority before August 31 annually.

Annually, the Principal organizes the construction of the educational plan of the primary school based on the school year plan decided by the Provincial People's Committee, central-affiliated cities, and the guidance on primary education tasks by competent authorities.

The time for issuing and reporting the school's educational plan to the competent authority is before August 31 annually.

What are the purposes and requirements of constructing the educational plan for primary school in Vietnam?

Based on Section 1 of Official Dispatch 2345/BGDDT-GDTH in 2021, the purposes and requirements of constructing the educational plan for primary school in Vietnam are as follows:

(1) Purpose

- To promote the autonomy and flexibility of the school and the creative capacity of professional groups and teachers in implementing the primary education program; to effectively exploit and use textbooks, educational resources, and teaching equipment suitable to the reality; to flexibly apply teaching methods and forms of organization to develop students' competencies and qualities.

- To enhance the effectiveness of the management of educational activities in the school; ensure democratic, transparent, and unified implementation among the entities in the school; coordinate the organization and implementation of the school's educational plan between the school, parents, and relevant agencies and organizations in the locality.

(2) Requirement

- Construct the school's educational plan ensuring the flexible, proactive, and effective implementation of the primary education program, suitable to the specific conditions of each locality and the conditions for implementation of each school.

- The school's educational plan ensures it meets the requirements of performing the tasks of the school year; the school year plan of the locality and the directives of the state management agency in education.

What are the 05 groups of duties and powers of schools at all levels in Vietnam?

Based on Clause 1, Article 60 of Education Law 2019, schools in Vietnam have the following 05 groups of duties and powers:

(1) Publicly announce objectives, programmes, educational plans, conditions of education quality assurance, evaluation and accreditation results of education quality; systems of degrees/diplomas and certificates of schools;

(2) Conduct admission, education, training, scientific research, transfer results of training and scientific research as appropriate of functions, duties and powers; to ratify or issue degrees/diplomas and certificates within authority;

(3) Propose demands and participate in recruitment of teachers and labour workers in public schools; to manage and employ teachers and labour workers; to manage learners;

(4) Mobilize, manage and utilize resources according to the law; to build up infrastructure in conformity with the requirements of standardisation and modernisation;

(5) To coordinate with learners' families, organisations and individuals in educational activities; to arrange for teachers, labour workers and learners to participate in social activities and community service.
