When shall preschool college students in Vietnam have to register for re-enrollment?
Pursuant to Article 9 of the Training Regulation for the College Level in Preschool Education issued together with Circular 07/2023/TT-BGDDT, the assessment and grading of course modules are as follows:

- Retaking courses, exams, and improving grades:
a) Students who fail a course module must register to retake the course in accordance with Clauses 1 and 2 of Article 3 of this Regulation, except for cases stipulated in Point đ Clause 5 of this Article ; the last course grade is the official grade of the course module;
b) Students who have already passed a course module can register to retake the course to improve their grade as per the training institution's regulations.
- The training institution's regulations:
a) Organizing the evaluation of students' academic progress, including experimental activities, practice, assignments, and presentations as components of the course module;
b) Organizing final exams for course modules, including regulations on review time and exam time, preparing exam questions, proctoring, grading, re-evaluation (if any), preserving exam papers, and dealing with exam postponements and exemptions;
c) Organizing the evaluation of course modules, dissertations, internships, and other specific course modules;
d) Requiring a threshold grade higher than that specified in Point a Clause 3 of this Article; applying more letter grade classifications than those prescribed in Clause 3 of this Article;
dd) Allowing re-exams and re-evaluations of a component grade to improve the course module grade from failing to passing; in such cases, the course module grade after the re-exam or re-evaluation is limited to a D or C grade;
e) Allowing students to retake courses to improve their grades and the rule for calculating the official grade of the course module if the grade in the subsequent attempt is lower.

Thus, except in cases where re-exams and re-evaluations of a component grade are allowed to improve the course module grade from failing, preschool college students must register to retake courses in the following cases:
- In the case of annual training: Students who are assessed as not meeting the normal academic progress will have to study with subsequent batches to retake the failed courses according to the training program requirements.
- In the case of credit-based training: Students who fail a required course must retake that course or take an equivalent course according to the training program requirements or take a substitute course if the original course is no longer offered.

According to Clause 3, Article 14 of the Training Regulation for the College Level in Preschool Education issued together with Circular 07/2023/TT-BGDDT, the following is stipulated:
Graduation recognition and awarding of graduation certificates

- The rank of graduation is determined based on the cumulative GPA specified in Clause 5 Article 10 of this Regulation, in which the graduation rank of students with excellent and good cumulative GPAs will be reduced by one level if they fall into one of the following cases:
a) The volume of retaken courses exceeds 5% of the total credits required for the entire program;
b) The student has been disciplined with a warning level or higher during their study period.
- Students who have reached the maximum study period but have not yet met the graduation requirements due to incomplete physical education or national defense and security education courses or have not met the output standards for foreign languages and information technology have 2 years from the date of discontinuation to complete the missing requirements and apply for graduation recognition.
- Students who do not graduate will be issued a certificate for the courses they have accumulated in the training program of the training institution.

Thus, preschool ducation college students with excellent and good cumulative GPAs will have their graduation certificates downgraded if the volume of retaken courses exceeds 5% of the total credits required for the entire program.

According to Article 7 of the Training Regulation for the College Level in Preschool Education issued together with Circular 07/2023/TT-BGDDT, the organization of course registration is stipulated as follows::
Organization of course registration
- Before the start of each semester, the training institution guides students to register for courses on the training institution's registration system.
- Credit-based students must register for the class of the intended courses for the upcoming semester, including new courses, some failed courses (to retake), and some passed courses (to improve grades, if any), based on the list of offered courses and the registration conditions of each course.
- Annual-based students register to retake the failed courses intended for the upcoming semester, register to improve grades, or register for elective courses according to the training program's regulations.
- The training institution's regulations specify the process, procedures, organization, and management of students' course registration each semester, the withdrawal of registered courses, and the specific limits on the study load for students in each semester within the following frames:
a) The minimum load is not less than two-thirds of the average load per semester according to the standard study plan;
b) The maximum load does not exceed three-halves of the average load per semester according to the standard study plan.
Thus, preschool education college students must register themselves to retake the failed courses.
