4. Early educational intervention refers to intentional, planned, and methodical actions by educators to enhance the capabilities and meet the needs of children showing signs of impairment or functioning reduction, and children with disabilities. This aims to prevent or minimize difficulties caused by disabilities, create opportunities for children to develop optimally without disrupting their development or misdirecting it, and prepare children well for inclusive environments.

Therefore, children are eligible for early educational intervention when they show signs of impairment or functioning reduction, or if they are disabled.

Who is responsible for developing early detection and educational intervention plans in Vietnam?

Based on Clause 4, Article 8 of the Regulations on the organization and operation of the Center for Integration Education Development Support issued together with Circular 20/2022/TT-BGDDT, the rules regarding the Director of the Center are as follows:

a) Develop and approve strategies and development plans for the Center;

b) Develop annual plans and organize implementations: plans to support inclusive education; early detection and early educational intervention plans, classification of educational needs; the educational plan of the Center; report, evaluate implementation results to competent authorities;

c) Develop job position proposals for approval by competent authorities; manage the use and development of management staff, teachers, employees, and workers according to legal regulations. Conduct evaluations of teachers, employees, and workers according to regulations;

d) Decide on the establishment, merger, division, separation, dissolution of the Center's organizations: appoint, dismiss, and remove positions of heads and deputies of the Center's organizations;

dd) Develop and implement the Center's educational plan. Use textbooks and implement local educational content per the decision of the provincial People's Committee. Manage, use, and select reference publications in educational institutions as per the Ministry of Education and Training regulations;

e) Organize and direct the construction of a healthy and safe educational environment in the Center;

According to Clause 2, Article 23 of the Regulations on the organization and operation of the Center for Integration Education Development Support issued together with Circular 20/2022/TT-BGDDT, the rules regarding teachers are as follows:

a) Perform early detection, classification of educational needs, and early educational intervention;

b) Support inclusive education;

c) Teach and educate students with disabilities at the Center in accordance with objectives, content, program, and plan;

d) Participate in professional activities;

dd) Be responsible for the quality and efficiency of education, suitable to the subjects and specific conditions of the Center;

e) Execute the decisions of the Director of the Center; be subject to the inspection of educational management levels according to regulations; adhere to the Center's rules and the stipulations of this Regulation;

g) Implement the teacher's code of ethics according to the Ministry of Education and Training's regulations;

h) Actively and proactively self-improve professional competence; perform self-assessment according to the teacher competence standards as stipulated.

Therefore, the responsibility for performing early detection, classification of educational needs, and early educational intervention falls on the teachers of the Center for Integration Education Development Support.
