- The Council operates udner principles of concentration, democracy, objectivity, transparency, openness, and in accordance with the law.
- A meeting of the Council is considered valid when at least three-fourths (3/4) of the members participate, including the President, Vice President, and the Secretary of the Council.
- The results of each Council meeting are recorded in minutes including all opinions of the members and are publicly disclosed at the Council. The minutes must bear the signatures of the President and the Secretary of the Council.
Thus, the meeting of the Council for Textbook Selection in Vietnam is considered valid when at least three-fourths of the members, including the President, Vice President, and Secretary, are present.

2. Number and structure of Council members
a) The Council includes: The head or deputy head; head of professional team, professional group, or professional office (hereinafter referred to as the professional team), representative teachers, and representative of the Parent Committee of the educational institution. The number of Council members is odd and at least 11 (eleven) people. For educational institutions with less than 10 (ten) classes, the number of Council members is at least 05 (five) people;
b) The structure of the Council includes: President, Vice President, Secretary, and Council members. The President of the Council is the head; if the head cannot participate in the Council as stipulated in Clause 3, Article 4 of this Circular, or in cases of absence due to force majeure, the President is the deputy head. The Vice President of the Council is the deputy head or head of the professional team. The Secretary of the Council is selected from among the members.
Thus, the number of Council members is odd and at least 11 (eleven) people. For educational institutions with less than 10 (ten) classes, the number of Council members is at least 05 (five) people
Which authority may propose textbook selection in secondary schools in Vietnam?
According to point b, clause 2, Article 14 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Multi-level Schools issued with Circular 32/2020/TT-BGDDT, the regulations on professional teams are as follows:
Professional teams
1. Managerial officials, teachers and public employees in charge of the library and educational equipment, and officials in charge of student counseling shall form professional teams. Each professional team shall have a team leader and, if the team has at least 07 members, it shall have a deputy leader. Leaders and deputy leaders of professional teams shall be appointed, managed and directed by the principal.
2. Duties of a professional team:
a) Proactively formulate teaching and education plans based on subject-centered curricula and educational activities within its specialized area for each week, month, semester and academic year; cooperate with other professional teams to develop the school’s education plan.
b) Propose textbooks and publications for reference purposes to be used in the school in compliance with regulations of the Minister of Education and Training.
c) Implement its education plan in accordance with the school’s education plan, which has been approved by the school council.
d) Assess and rank teachers based on professional standards for general education teachers according to regulations of the Minister of Education and Training.
dd) Join professional training according to its own plan and the school’s plan.
e) Perform other tasks assigned by the principal.
3. professional teams shall convene at least once every two weeks and may convene an irregular meeting when necessary or at the request of the principal. professional teams shall operate in accordance with democratic principles and their members shall respect, share with, learn from and support each other to improve their professional capacity.
Thus, the professional team in secondary schools may propose the selection of textbooks for use in the school.
