Based on Section 3, Article 1 of Decision 1665/QD-TTg in 2017:
TASKS AND SOLUTIONS TO IMPLEMENT THE SCHEME
1. Strengthening information, communication
a) Compile documents and publications to serve communication activities, raise awareness and responsibility of all levels, sectors, schools, and businesses regarding students' startup activities;
b) Mobilize the participation of central and local media agencies in developing and implementing columns and programs to promote activities supporting students' startups;
c) Annually organize the National Startup Day event for students nationwide; commend, reward, and honor collectives and individuals who have positive contributions to students' startup activities;
d) Organize conferences, seminars, forums, and exchange activities to introduce students' startup ideas and projects to investors and businesses, both domestic and international;
dd) Propagate and guide students to use and exploit information resources and learning materials from the national innovation startup portal built under Decision No. 844/QD-TTg dated May 18, 2016, of the Prime Minister of the Government of Vietnam regarding the approval of the Scheme "Support the National Innovation Startup Ecosystem until 2025”.
Thus, according to the above regulation, the National Startup Day event to support students' startups will be held annually.

What are regulations on the expenses for the National Startup Day for students in Vietnam?
Based on Clause 2, Article 4 of Circular 126/2018/TT-BTC, the content and expense levels for organizing the National Startup Day event for students in Vietnam are as follows:
The organizing body of the National Startup Day event (Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs) provides support for teams participating in the National Startup Day event:
- Financial support for students, who are members of the teams participating in the event, following the regulations of Circular 40/2017/TT-BTC of the Ministry of Finance which stipulates policies on business travel expenses and policies on conference expenses:
+ Support for purchasing tickets for trains and buses at the regulated prices of the state and transport enterprises according to the travel route and itinerary.
+ Support for meals and accommodation according to the standards stipulated in Circular 40/2017/TT-BTC;
+ The number of students receiving financial support: Based on the capability of the state budget allocated to organize the event, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs will specify the number of students receiving support, but not exceeding 15 people/team.
- Financial support for expenses like renting spaces (electricity, water, sanitation, security, guard), transportation and designing and setting up stalls; general operating costs for participating in the National Startup Day event (communication, travel expenses, rewards, decoration, and other related expenses): The maximum support level is 15 million VND/unit/participation.
Moreover, the funding for implementing the Scheme to support students' startups will be sourced according to Article 2 of Circular 126/2018/TT-BTC, which stipulates the financial resources for implementing the Scheme as follows:
- State budget source (education and training funding from the central budget and local budget according to budget allocation);
- Budget integrated into education and training programs, science and technology schemes;
- Budget integrated into the startup support stipulated in Decision 844/QD-TTg in 2016 of the Prime Minister of the Government of Vietnam regarding the approval of the Scheme "Support the National Innovation Startup Ecosystem until 2025", approved by the competent authorities; the Small and Medium Enterprise Development Fund; the training program for human resources for small and medium enterprises;
- Revenues from operation services, the Student Support Fund, the Operation Development Fund of educational and training institutions;
- Sponsorships and support from organizations and individuals, both domestic and international; private investment funds, and other legally mobilized sources.

Based on Article 2 of Decision 1665/QD-TTg in 2017, the Ministry of Planning and Investment has two responsibilities as follows:
[1] Integrate activities supporting students' startups with the activities of the Small and Medium Enterprise Development Fund;
[2] Support the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs in integrating activities related to training the advisory staff at educational institutions into the Training Program for human resources for small and medium enterprises.
