On August 1, 2024, the Ministry of Education and Training issued Decision 2045/QD-BGDDT in 2024 regarding the framework of the timeline for the 2024-2025 academic year for preschool, general education, and continuing education, including the school reporting and opening ceremony schedules for the 2024-2025 academic year.
In this decision, specific timelines for the new academic year 2024-2025 are stipulated as follows:
Milestone [1] The earliest school reporting date is one week before the opening day. For grade 1 students, the earliest reporting date is two weeks before the opening day.
The opening ceremony for all education levels will be held on September 5, 2024.
The opening date for the 2024-2025 school year is September 5, 2024.
Milestone [2] The first semester ends before January 18, 2025. The academic program and the school year end before May 31, 2025.
Milestone [3] Primary school program completion and upper secondary school graduation recognition before June 30, 2025.
Milestone [4] Admissions for all grade levels completed before July 31, 2025.
Milestone [5] The upper secondary school graduation exam in 2025 is scheduled to take place on June 26 and June 27, 2025.
Milestone [6] Other national examinations are organized according to the regulations and guidelines of the Ministry of Education and Training.
Therefore, grade 1 students will report to school the earliest two weeks before the opening day of September 5, 2024.
Depending on the preparation work of each locality, the People's Committee of the ward will instruct the neighborhood committee officers to issue admission letters for grade 1 children as per regulation and provide specific guidance on the online registration process.

- Students of primary school age returning from abroad, children of foreigners studying and working in Vietnam, and children who due to difficult circumstances have not attended school may be admitted to a primary school if the principal organizes a placement test to determine the appropriate class.
- Disabled students are integrated into a primary school; their learning and training conditions are ensured; they are evaluated according to individual educational plans.
- Students may shorten their study time, study at an older age than the regulated age, extend study time, or repeat a grade.
- Students with good physical health and advanced intellectual development may skip a grade within the education level.
The procedure for considering individual cases is carried out as follows:
Parents or guardians apply to the school with a petition.
The school principal establishes a survey and advisory council, including: the principal or vice-principal, the school's parent representative board, the student's current and senior teachers, medical staff, and the school's team leader.
Based on the council's survey results, the principal completes the dossier and reports to the head of the Department of Education and Training for consideration and decision.
- Students with limited learning results, despite direct guidance from teachers and parents or guardians, who still have not completed tasks, may be allowed to move up or remain in a class depending on their level of incompletion. The teacher reports to the principal for consideration, while collaborating with the family to devise suitable educational measures.
[2] The right to protection, care, respect, and equal, democratic treatment; the assurance of legitimate rights and interests; full provision of information on their learning and training process; assurance of time, facilities, hygiene, and safety conditions for studying and training.
[3] The right to participate in activities that develop personal abilities; to express personal opinions and wishes.
[4] The right to receive scholarships and social policies according to regulations.
