Under the provisions of Article 7 of the Regulation on visiting lecturers of the State Audit Office of Vietnam issued together with Decision 1826/QD-KTNN in 2012, officials and public employees participating in teaching at the State Audit Office of Vietnam and its affiliated units who meet the following criteria are recognized as visiting lecturers:

- Have a clear personal background, good political and ethical qualities, and good character.

- Have experience and understanding in the specialized field for which they are invited to teach.

- Educational qualification requirements: have a Bachelor's degree or higher, appropriate to the teaching discipline or major.

- Have the level of political theory, state management, informatics, and foreign languages as stipulated by the State and meet the teaching requirements assigned.

- Have pedagogical skills and methods.

What are the responsibilities of officials and public employees recognized as visiting lecturers by the State Auditor General of Vietnam?

Under the provisions of Article 8 of the Regulation on Visiting Lecturers of the State Audit Office of Vietnam issued together with Decision 1826/QD-KTNN in 2012, the responsibilities of officials and public employees recognized as visiting lecturers by the State Auditor General of Vietnam include:

- Fully and qualitatively perform the teaching content as required; strictly comply with regulations on teaching, testing, and assessing learning outcomes; maintain the dignity, reputation, and honor of the lecturer, respect the personality, treat fairly and protect the legitimate rights of learners.

- Participate in developing programs, teaching materials, and reference books for the unit and the State Audit when required.

- Comply with the assignment of the unit inviting them to teach regarding time, duties, and teaching specialization.

What are the responsibilities of the affiliated unit of the State Audit Office of Vietnam in inviting visiting lecturers to participate in teaching at the unit?

Under the provisions of Article 12 of the Regulation on Visiting Lecturers of the State Audit Office of Vietnam issued together with Decision 1826/QD-KTNN in 2012, the responsibilities of the affiliated unit of the State Audit Office of Vietnam in inviting visiting lecturers to participate in teaching at the unit include:

- Approve the list of lecturers of the unit.

- Manage and utilize the unit's lecturers; cooperate with training and fostering institutions for officials in the management and use of the visiting lecturers of the State Audit working at the unit.

- Encourage visiting lecturers working at the unit and lecturers to participate in visiting activities in various forms (teaching, seminars, exchanges, disseminating experiences...).

- Registration for participation and the degree of task completion in teaching by officials and public employees is a basis for evaluating annual work results and is one of the bases for consideration in planning or appointing leadership positions of the unit and State Audit.

The heads of units are responsible for creating conditions for officials and public employees to engage in visiting lectures; enhance management, and supervise the implementation of teaching obligations of officials and public employees at the unit.

- Invite visiting lecturers within and outside the State Audit to participate in teaching at the unit in cases where the unit's lecturers do not meet the required professional standards for training.

- Review and certify the completion of visiting lecturer duties in accordance with regulations.

- Notify the result of visiting lectures to the agency or organization where the lecturer works (if there is a request from the units).

- The heads of units are responsible for linking the evaluation of the lecturer's completion of their teaching duties, the reports into the annual evaluation, and assessment of planning, and appointing official positions of the unit.
