How much is preferential allowance for preschool teachers in Vietnam?
Based on Sub-item 1 Item 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the regulations are as follows:
ALLOWANCE LEVELS AND CALCULATION METHOD
1. Allowance Levels
a) The 25% allowance applies to teachers directly teaching in universities, colleges, academies, training schools of Ministries, ministerial-level agencies, Government agencies, Communist Party organizations, central political-social organizations, and political schools of provinces and centrally-run cities (excluding teachers teaching in pedagogical schools, pedagogical faculties, and teachers of Marxism-Leninism, Ho Chi Minh Thought);
b) The 30% allowance applies to teachers directly teaching in secondary schools, high schools, general technical centers - vocational guidance, continuing education centers, vocational training centers in plains, cities, and district-level towns; secondary technical schools, vocational schools; political training centers of districts, towns, and cities under provincial jurisdiction;
c) The 35% allowance applies to teachers directly teaching in preschools, primary schools in plains, cities, and district-level towns; secondary schools, high schools, general technical centers - vocational guidance, continuing education centers, vocational training centers in mountainous areas, islands, remote and isolated areas;
d) The 40% allowance applies to teachers directly teaching in pedagogical schools, pedagogical faculties (university, college, secondary), educational management training schools, and teachers of political subjects in secondary technical schools, vocational schools;
e) The 45% allowance applies to teachers directly teaching Marxism-Leninism, Ho Chi Minh Thought in universities and colleges;
f) The 50% allowance applies to teachers directly teaching in preschools, primary schools in mountainous areas, islands, remote and isolated areas.
The determination of mountainous areas shall comply with the regulations of the Ethnic Committee; island areas based on geographical reality; remote and isolated areas according to the characteristics of each local area, guided by the provincial People's Committee after agreement with the Inter-Ministerial Committee.
Thus, preschool teachers receive the following preferential allowance levels:
- A 35% allowance applies to teachers directly teaching in preschools in plains, cities, and district-level towns;
- A 50% allowance applies to teachers directly teaching in preschools in mountainous areas, islands, remote and isolated areas.

How to calculate the preferential allowance for preschool teachers in Vietnam?
According to the regulation in Sub-item 2 Item 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the preferential allowance for preschool teachers is calculated as follows:
Preferential Allowance = General Minimum Wage x [Salary Coefficient according to rank, level + Leadership Allowance Coefficient (if any) + % (converted to coefficient) Seniority Allowance (if any)] x Preferential Allowance Percentage
And according to Item 3 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the preferential allowance for preschool teachers is paid together with the monthly salary (including summer break) and is not used for calculating or benefiting from social insurance benefits, health insurance.
The funds for paying the preferential allowance policies are sourced from the educational institution's revenue according to regulations and from the state budget according to the Ministry of Finance's guidance on identifying the needs, sources, and methods for wage reform.
When are preschool teachers not eligible for preferential allowance in Vietnam?

I. SCOPE, SUBJECTS, AND APPLICABLE CONDITIONS

2. Applicable Conditions
a) The subjects specified in Clause 1 of this Item after being transferred, assigned according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on wage policies for officials and public employees and armed forces into public employee ranks specialized in education, training (ranks with the first two digits of rank code being 15) or public employee categories specialized in education, training (categories with starting characters of rank code being V.07) will receive preferential allowance. Subjects specified in points b and c of Clause 1 of this Item need not necessarily be ranked as public employees specialized in education or categorized as public employees specialized in education;
b) The subjects specified in Clause 1 of this Item do not receive preferential allowance during the following periods:
- Time spent on business trips, work, and study abroad, receiving 40% of the salary according to Clause 4 Article 8 of Decree No. 204/2004/ND-CP;
- Time on business trips, study inside the country without teaching participation for over 3 consecutive months;
- Time off for personal reasons without salary for 01 consecutive month or more;
- Sick leave, maternity leave exceeding the term as stipulated by the current social insurance regulation;
- Suspension from teaching.
Thus, preschool teachers do not receive preferential allowance during the following periods:
- Time spent on business trips, work, and study abroad receiving 40% of the salary;
- Time on business trips, study inside the country without participating in teaching for over 3 consecutive months;
- Time off for personal reasons without salary for 01 consecutive month or more;
- Sick leave, maternity leave exceeding the stipulated term;
- Suspension from teaching.
