Pursuant to Article 4 of the Charter of primary schools issued together with Circular 28/2020/TT-BGDDT, the types of primary schools are as follows:
Types of Primary schools and Classes
1. Primary schools are organized into two types: public and private.
a) Public primary schools are invested in, ensuring the conditions for operation and representing the ownership by the State.
b) Private primary schools are invested in by domestic or foreign investors and ensured the conditions for operation.
2. Primary classes in general education schools with multiple levels, specialized schools include:
a) Primary classes in general education schools with multiple levels.
b) Primary classes in semi-boarding ethnic schools.
c) Primary classes in educational institutions for disabled children.
d) Primary classes in reformatory schools.
3. Other educational facilities implementing the elementary general education program include: community learning centers; classes for children in difficult circumstances who are unable to attend school, classes for disabled children.
In Article 18 of the Charter of primary schools issued together with Circular 28/2020/TT-BGDDT, it is regulated that primary schools in general use textbooks as follows:
Textbooks, Teaching Equipment, Reference Books, and Local Education Materials
1. Primary schools use textbooks approved by the Minister of Education and Training and decided upon by the provincial People's Committee for selecting and using in teaching and learning activities at primary schools in the locality; teachers and students use textbooks in teaching and learning activities to achieve the goals, content, and competency requirements for students stipulated in the elementary education program; primary schools must promptly and fully provide information about textbooks used at school to students and their families.

What is the process for selecting Grade 1 Vietnamese textbooks at primary schools in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting Vietnamese textbooks for Grade 1 students in primary schools is as follows:
- Step 1: The Council develops a plan to organize the selection of textbooks at the primary school; assigns tasks to the members of the Council.
- Step 2: Organize textbook selection at the specialized subject group.
- Step 3: The Council meets, discusses, evaluates the organization of textbook selection by the specialized subject groups; reviews the meeting minutes of the specialized subject groups; reviews and evaluates the textbook review forms by teachers according to Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; consolidates the results of textbook selection by the specialized subject groups into a report (including contents: comments, evaluations on the organization of textbook selection by the specialized subject groups; list of textbooks selected by the specialized subject groups), the report is signed by the President and Secretary of the Council.
- Step 4: The Council proposes to the head the list of textbooks selected by the specialized subject groups in accordance with regulations in Circular 27/2023/TT-BGDDT.
- Step 5: The primary school prepares the textbook selection dossier to send to the Department of Education and Training (for elementary and middle schools), Department of Education and Training (for high schools).
