What shall students participating in the national excellent student selection exam in Vietnam do when the signal indicating the end of the exam time is given?
Based on Clause 9 Article 24 of the Regulation on National Excellent Student Exams issued together with Circular 17/2023/TT-BGDDT, candidates must comply with the following when the time is up:
- For the written exam session: All candidates must stop writing immediately to submit their exam papers; clearly record the number of sheets submitted and sign to confirm on the Exam Paper Submission Form (including cases where they cannot complete the exam);
- For the Informatics exam session: All candidates must immediately turn off their computer screens. When allowed by the invigilator, candidates can turn on their computer screens again and unseal the CD drive to save their work on the CD;
Subsequently, candidates should witness the invigilator print their work from the CD onto paper; candidates sign the CD and the printed paper. In the case of computer exams connected to a local/internal network, candidates follow the Examination Organization Guidelines;
- For the speaking exam sessions of Foreign Language subjects in the national excellent student exam and the practical exams of Physics, Chemistry, and Biology subjects in the Olympic team selection exam: Candidates follow the Examination Organization Guidelines.

How many methods are there for transferring national excellent student exam papers?
Based on Clause 2 Article 19 of the Regulation on National Excellent Student Exams issued together with Circular 17/2023/TT-BGDDT, the regulation on transferring exam papers is as follows:
Transfer of exam papers
The Head of the Examination Steering Committee decides on the method of transferring exam papers:
- Direct transfer method:
a) The President of the Exam Paper Council organizes the printing, packaging, sealing, and stamping with the "Highly Confidential" level on the exam paper bags and hands them over to the exam paper transportation unit to deliver to the Exam Boards. Exam papers are safeguarded according to the state's highly confidential document protection regulations;
b) The entire process of handing over and transporting the exam papers must be witnessed and protected by the police; a handover report must be made clearly stating the packaging and sealing status of the exam paper bags.
- Transfer method via the Cryptography Department of the Government of Vietnam system is carried out according to the Ministry of Education and Training (MoET) Guidelines.
Thus, there are two methods for transferring national excellent student exam papers: direct transfer and transfer via the Cryptography Department of the Government of Vietnam system, in which:
- Direct transfer method:

What are the isolation requirements for three independent zones at the area where national excellent student exam papers in Vietnam are developed?
Based on Clause 2 Article 16 of the Regulation on National Excellent Student Exams issued together with Circular 17/2023/TT-BGDDT, the isolation requirements for three independent zones at the area where national excellent student exam papers are developed are:
- Zone 1: The working area for members of the Exam Paper Council who have direct contact with the exam papers;
- Zone 2: The buffer zone between Zone 1 and Zone 3, managed by the police, with the responsibilities: supervising all communications via the fixed telephone as stipulated by this clause, serving as the communication link with the outside, and controlling people and objects moving from Zone 3 to Zone 2 and vice versa.
The police in Zone 2 are not allowed to discuss exam papers or personal matters with any member of the Exam Paper Council and Zone 3;
- Zone 3: The buffer zone with Zone 2 managed by the police, with the responsibilities: ensuring security around the exam paper development area 24 hours a day; preventing unauthorized persons and prohibited objects from entering the exam paper development area; maintaining a log of persons and objects entering/exiting the protected area; requiring all individuals entering or exiting to wear badges issued by the Exam Paper Council.
