What requirements must a grade 4 primary school teacher meet to be appointed as a grade 3 primary school teacher in Vietnam?

According to the provisions of Article 7 Circular 02/2021/TT-BGDDT (amended by Clause 7 Article 2 Circular 08/2023/TT-BGDDT):

Cases of appointment to the professional title of primary school teacher

1. Officials who have been appointed to professional titles of primary school teachers according to the provisions of the Joint Circular No. 21/2015/TTLT-BGDDT-BNV are now appointed to the professional title of primary school teacher stipulated in this Circular as follows:

a) Appointed to the professional title of grade III primary school teacher (code V.07.03.29) for grade IV primary school teachers (code V.07.03.09) who meet the training level standards of grade III primary school teachers (code V.07.03.29);

b) Appointed to the professional title of grade III primary school teacher (code V.07.03.29) for grade III primary school teachers (code V.07.03.08) who meet the training level standards of grade III primary school teachers (code V.07.03.29);

c) Appointed to the professional title of grade II primary school teacher (code V.07.03.28) for grade II primary school teachers (code V.07.03.07) who have a total time holding the professional title of grade III primary school teacher (code V.07.03.08) and grade II (code V.07.03.07) or equivalent for 09 (nine) years or more (excluding the probationary period).

2. Grade II primary school teachers (code V.07.03.28) are appointed to the professional title of grade I primary school teacher (code V.07.03.27) when identified as successful candidates in the exam or review for promotion to the professional title of primary school teacher from grade II to grade I.

Grade IV primary school teachers who meet the training level standards of grade III primary school teachers will be appointed to the professional title of grade III primary school teachers.

The training level standards of grade III primary school teachers are stipulated in Clause 3, Article 3 Circular 02/2021/TT-BGDDT amended by Clause 2, Article 2 Circular 08/2023/TT-BGDDT as follows:

- Hold a bachelor's degree or higher in an education-related field for primary school teachers.

In cases where there are not enough teachers with a bachelor's degree in the education-related field, teachers must have a bachelor's degree in a compatible discipline and a pedagogical training certificate for primary school teachers according to the program issued by the Minister of Education and Training;

- Possess a training certificate according to the professional title standards of primary school teachers.

What is the salary scale for grade IV primary school teachers?

According to the provisions of Article 9 Circular 02/2021/TT-BGDDT (amended by Clause 8 Article 2 Circular 08/2023/TT-BGDDT):

Transition Clause

1. In the case of primary school teachers who do not meet the conditions for appointment to the professional title of primary school teacher stipulated in this Circular, they will continue to maintain their current rank, code, and salary coefficient according to the Joint Circular No. 21/2015/TTLT-BGDDT-BNV. When they meet the conditions stipulated in Article 7 of this Circular, they will be appointed to the corresponding professional title of primary school teacher without having to undergo an exam or review for promotion to the professional title.

2. In the case of primary school teachers who do not meet the training qualification standards stipulated in Article 72 of the 2019 Education Law but are not subject to the requirements to upgrade their training standards according to the provisions of Decree No. 71/2020/ND-CP dated June 30, 2020, of the Government of Vietnam stipulating the roadmap for upgrading the training qualifications of preschool, primary, and secondary school teachers, they will continue to maintain their current rank, code, and salary coefficient until retirement.

Thus, grade IV primary school teachers will continue to maintain their grrade, code, and salary coefficients according to Joint Circular 21/2015/TTLT-BGDDT-BNV, which applies the salary coefficient for public employees type B (from salary coefficient 1.86 to 4.06) with 12 salary levels.

What are the principles for appointment to the professional title for primary school teachers in Vietnam?

According to the provisions of Article 6 Circular 02/2021/TT-BGDDT, the principles for appointment to the professional title for primary school teachers are as follows:

- The appointment of professional titles for primary school teachers stipulated in this Circular must be based on the current job position and ensure they meet the standards of the professional title grade specified in Articles 3, 4, 5 and stipulated in Article 7 Circular 02/2021/TT-BGDDT.

- When appointing teachers from the professional title of primary school teacher specified in Joint Circular 21/2015/TTLT-BGDDT-BNV to the professional title of primary school teacher specified in Circular 02/2021/TT-BGDDT, there should not be a combination of rank promotion in the professional title.

- Do not base on the training qualification to appoint to a higher professional title grade than the previously passed professional title for newly recruited primary school teachers.
