  1. School healthcare personnel

a) School healthcare personnel must have professional qualifications from intermediate level health workers or higher. Depending on the actual conditions at the locality, schools arrange school healthcare personnel to meet the regulations at this Point or sign contracts with commune-level health stations (hereinafter referred to as commune health stations) or medical examination and treatment facilities from the level of polyclinics or higher to take care of students' health;

b) School healthcare personnel must regularly update their medical professional knowledge through seminars, training courses, and professional refresher training organized by the health sector and the education sector to be able to carry out the assigned tasks;

c) School healthcare personnel have the duty to advise, organize the implementation according to the regulations in Articles 9, 10, and other tasks assigned by the school's leadership.

Thus, school healthcare personnel need to have a qualification of intermediate level health worker or higher. Depending on the actual conditions at the locality, schools arrange school healthcare personnel or sign contracts with commune-level health stations or medical examination and treatment facilities from the level of polyclinics or higher.

Which agency is responsible for professional refresher training for school healthcare personnel in Vietnam?

Based on Article 15 of Joint Circular 13/2016/TTLT-BYT-BGDDT which stipulates:

  1. To preside over and cooperate with education management agencies to advise the People's Committees at all levels on making plans, organizing, and directing the implementation of school healthcare tasks in the area according to the decentralization.

To coordinate with education management agencies to organize training, coaching, and professional development in school healthcare work; provide professional support to school healthcare personnel; guide the implementation of health management, care, and protection for students, and health education communication.
  1. To organize inspections, checks, and supervision of school hygiene conditions, environmental hygiene, epidemic prevention, health care, and management of students' health and other school healthcare tasks according to the decentralization.
  1. To carry out statistical work and report the results of school healthcare activities according to regulations.

Therefore, district health centers, provincial preventive health centers, and the Department of Health are responsible for cooperating with education management agencies to organize training, coaching, and professional development in school healthcare work for school healthcare personnel.

Are school healthcare personnel in Vietnam entitled to professional allowance incentives?

As specified in Clause 6, Article 3 of Decree 56/2011/ND-CP regarding the rate of professional allowance incentives:

  1. The rate of 30% allowance applies to the following officials and public employees:

a) Officials and public employees who regularly and directly perform medical professional work to carry out tasks: health education communication; population - family planning;

b) Officials and public employees managing and serving not directly engaged in medical professional work at specialized establishments, hospitals, centers: HIV/AIDS, leprosy, tuberculosis, mental health, pathological anatomy, forensic medicine.

  1. For officials and public employees not directly engaged in medical professional work; officials and public employees in charge of management and services at general medical public service providers (except for the subjects mentioned in Point b, Clause 5 of this Article), public employees engaged in medical professional work at agencies, units, and schools, the unit head considers and decides based on job specifics and revenue, but not exceeding 20% of the current ranked salary, including leadership position allowance and seniority allowance (if any).

Therefore, school healthcare personnel are among the subjects entitled to professional allowance incentives.
