What must be included in university admission schemes in Vietnam?
According to the regulations in Article 11 of the Regulation on University Admission and College Admission in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the university admission scheme must include the following contents:
- Information introducing the training institution, faculties, and training programs, including details on the decision to open faculties, training languages, teaching staff, study and research conditions, graduation certificates, quality assessment results, graduation rates (out of total enrollment), and employment rates appropriate to the graduates' professional qualifications (according to Appendix 3 of the Regulation on University Admission and College Admission in Early Childhood Education issued with Circular 08/2022/TT-BGDDT);
- Full information on training costs, tuition fees, admission service fees, and other service fees for the entire course schedule, each academic year; scholarship policies, tuition fee exemptions and reductions, financial support, dormitory accommodation, and other preferential and supportive policies for students;
- Admission plans and scope of admission for each batch within the year (in which the first batch of full-time university and college admissions must comply with the general schedule issued by the Ministry of Education and Training), including regulations on admission subjects and conditions, admission methods, selection combinations and admission quotas for faculties and training programs; registration procedures and other necessary information for candidates;
- Risk management plans during the admission process and the education institution's commitment to responsibility.
* The training institution must announce the admission scheme on its electronic information page and other appropriate forms at least 30 days before the opening of the first admission registration; in case of any adjustments or supplements (if any), it must be announced at least 15 days in advance.

What are the regulations on university admission quotas in Vietnam?
According to the regulations in Clause 1, Article 34 of the Law on Higher Education 2012, amended by points a and b, Clause 19, Article 1 of the Amended Law on Higher Education 2018, the admission quotas for universities are regulated as follows:
- Admission quotas are determined by sector or group of training sectors based on labor market demands, socio-economic development requirements, and in accordance with conditions such as the number and quality of teaching staff, physical facilities, employment rates of graduates from the higher education institution, and other quality assurance conditions;
- Higher education institutions autonomously determine admission quotas; publicly announce the quotas, training quality, conditions ensuring training quality, and the employment rates of graduates; ensure the output quality standards of the announced training programs;
- Higher education institutions violating admissions regulations regarding subjects, conditions, and quotas cannot autonomously determine admission quotas for a period of 5 years from the conclusion of violations by competent state authorities.
How to determine full-time university admission quotas in Vietnam?
According to Article 7 of Circular 03/2022/TT-BGDDT, the regulations on determining admission quotas for early childhood education colleges and regular universities are as follows:
Determining Admission Quotas for Colleges and Regular Universities
- The annual admission quotas for Early Childhood Education Colleges and regular universities are determined up to the total scale of regular training, based on the training capacity of each field (each training field for teacher training sectors), meeting the criteria specified in Article 6 of this Circular minus the total number of currently enrolled regular students at the training institution, and adding the estimated number of graduates in the enrollment year, ensuring compliance with the general principles specified in Article 4 of this Circular.
- Admission quotas for vertical transfer education to university level in regular format are part of the total full-time university admission quotas, with the proportion of quotas for vertical transfer from intermediate level and college level to university level determined according to current regulations of the Government of Vietnam and the Prime Minister of Vietnam. Admission quotas for vertical transfer education to College level in regular format for Early Childhood Education are part of the total regular college admission quotas of the training institution.
- For regular vertical transfer education quotas implementing Decree 71/2020/ND-CP dated March 30, 2020, by the Government of Vietnam, which regulates the roadmap for raising the training qualification standards of preschool, primary, and secondary teachers, the Minister of Education and Training shall consider, decide, and announce to the training institutions based on local needs and the training capacity of the institutions.
Thus, the annual full-time university admission quotas are determined up to the total regular training scale based on the training capacity of each field (each training field for teacher training sectors).
