b) Community-based schools (people-founded) built and provided operational conditions by local community organizations and individuals within villages, hamlets, wards, commune-level towns. This type only applies to early childhood education institutions;

c) Private schools invested in and provided operational conditions by domestic or foreign investors.

Private schools operating not for profit are those where investors commit to and realize the commitment not to operate for profit, as stated in the establishment or conversion decision; operating not for profit, not withdrawing capital, not earning dividends; annual accumulated profits are collectively owned, undivided, to continue investing in the school's development.

- Public schools;

- Community-based schools;

- Private schools.

What are the requirements for establishing a school and permitting educational activities in the national education system in Vietnam?

Based on Article 49 of the Education Law 2019, the requirements for establishing a school and permitting educational activities are as follows:

- A school can be established if there is a suitable school establishment proposal consistent with the socio-economic development plan and educational institution network planning as stipulated by the Planning Law 2017.

The school establishment proposal must clearly outline the objectives, tasks, educational programs and content; land, facilities, equipment, proposed school construction site, organizational structure, resources, and finances; strategic direction for building and developing the school.

- A school is permitted to conduct educational activities if it meets the following conditions:

+ Sufficient land, facilities, and equipment to meet educational activity requirements; the school site must ensure a good educational environment and safety for learners, educators, and laborers;

+ Educational programs and teaching, learning materials appropriate for each educational level and training degree; a qualified, sufficient, and well-organized teaching and administrative staff to ensure the implementation of educational programs and activities;

+ Adequate financial resources as regulated to sustain and develop educational activities;

+ An established and operational school charter.
