1. The software is built by the Ministry of Education and Training to manage, operate, exploit, and uniformly use the information (data contained in documents, records, and materials) for managing the issuance of blank diplomas and certificates.

2. Access address for the software: https://capphoivbcc.naric.edu.vn.

3. The software is accessible via the Internet, using computers with network connectivity, accessing through common Internet browsers, and logging in with a valid account for usage.

4. The software is installed, stored, and operated on a cloud service server leased by the Quality Management Department (the cloud service server is located in Vietnam).

What should be done if the Ministry of Education and Training's management software of blank diplomas and certificates in Vietnam cannot be accessed?

Pursuant to Article 8 of Decision 2699/QD-BGDDT in 2024 regulating access accounts for the software:

Software Access Accounts

1. The system administration account is managed by the Quality Management Department, ensuring continuous, seamless, stable, safe, and secure software operation. Each related organization or individual is issued one (1) account for management, operation, exploitation, and use.

2. Organization accounts are received, managed, and assigned by the head of the unit to the individual tasked with the unit's mission for management and use. Individuals are responsible for changing the initial password immediately after receiving the account, managing, and securing account information to use the software for the correct purpose and as instructed.

3. Individual accounts are issued to officials and public employees for use according to the authority and decentralization of the Quality Management Department.

4. Individuals assigned to manage and use the software must hand over the software access account upon transferring work units or for other reasons when they no longer manage or use the software, to the new individual assigned to manage and use the software or to the unit's head. The recipient must change the account password immediately.

5. In case the software cannot be accessed or there is a suspicion of account security breach, the individual assigned to manage the account must immediately report to the unit head and the Quality Management Department for handling.

Thus, if access to the software is not possible, the individual assigned to manage the account must promptly report to the unit head and the Quality Management Department for resolution.

What are regulations on exploitation and use of the Ministry of Education and Training's management software of blank diplomas and certificates in Vietnam?

Pursuant to Article 9 of Decision 2699/QD-BGDDT in 2024, the exploitation and use of the Ministry of Education and Training's management software of blank diplomas and certificates in Vietnam are regulated as follows:

- The Quality Management Department exploits and uses the software to issue blank diplomas and certificates and utilizes information on the software for management purposes.

- Units receiving blank diplomas and certificates use the software to request issuance and manage the received templates.

- The exploitation and use of information on the software must comply with relevant legal regulations. Information from the software cannot be used for commercial purposes without written consent from the Quality Management Department.

- The Quality Management Department regularly backs up information; addresses, remedies, or proactively cooperates with the software provider to resolve emerging technical issues; proposes solutions to ensure technical infrastructure, safety, information security, and solutions to upgrade and expand the management software for issuing blank diplomas and certificates.
