The Veteran Teacher Association of Vietnam is a socio-professional organization of all former teachers, officials, workers, and employees in all schools, educational and training institutions and agencies. The Veteran Teacher Association of Vietnam was established to protect the legitimate rights and interests of its members, promote the patriotic and revolutionary traditions, intellectual capacity, and good qualities of Teachers, and continue contributing to the implementation of the educational development strategy, serving the tasks of industrialization and modernization of the country for the goal of: "Wealthy people, strong country, just and civilized society".
Thus, the Veteran Teacher Association of Vietnam is a socio-professional organization of all individuals who were formerly teachers, officials, workers, and employees in all schools, educational and training institutions, and agencies.

Under Article 3 of the Charter of the Veteran Teacher Association of Vietnam issued together with Decision 61/2004/QD-BNV, the operational sector and scope of the Association are as follows:

The Veteran Teacher Association of Vietnam operates in the field of education and training nationwide.
The Veteran Teacher Association of Vietnam is under the state management of the Ministry of Education and Training and is supported by the Vietnam Education Union.
The Association operates according to the Charter in accordance with the Constitution and laws of the Socialist Republic of Vietnam.
The Association has a press organ established according to legal provisions.
The Association is a non-governmental organization with legal status, has its own seal, and a bank account at a Bank, Treasury. It has its own emblem.
The headquarters of the Veteran Teacher Association of Vietnam is located in the capital city of Hanoi. When necessary, the Association will open representative offices in localities according to legal provisions.
Thus, the operational sector and scope of the Veteran Teacher Association of Vietnam are in the education and training sector nationwide.
What are the powers of the Veteran Teacher Association of Vietnam?
Under Article 5 of the Charter of the Veteran Teacher Association of Vietnam issued together with Decision 61/2004/QD-BNV, the Veteran Teacher Association of Vietnam has the following powers:
- Participate, propose, and recommend to the Communist Party committees, state authorities at all levels, schools, educational and training institutions, and agencies regarding the implementation of the party's and state's policies and guidelines on educational work.
- Cooperate with schools, educational institutions, educational agencies, departments, sectors, and people's organizations to take care of the education of the younger generation and contribute to implementing: "Education for All," "The whole nation becomes a learning society," effectively implementing the policy of private investment in education.
- Participate in and develop international relations with professional organizations to the goals of education, protection of peace, and social progress.
- Establish a fund for the Association based on member fees and other legal revenues according to the provisions of the law to self-finance operation.
- Receive legal sponsorships from organizations and individuals domestically and internationally according to foreign law provisions.
- Protect the legitimate rights and interests of the members.
- Provide services to serve its members and develop the Association according to the legal provisions.
Additionally, according to Article 4 of the Charter of the Veteran Teacher Association of Vietnam issued together with Decision 61/2004/QD-BNV, the Veteran Teacher Association of Vietnam has the following duties:
- Gather, unite, and represent all former teachers nationwide, and promote the intellectual potential of members to participate in educational and training operations.
- Protect the legitimate rights and interests of the members, create conditions for former teachers to continue professional exchanges, care and help each other spiritually and materially, support each other in times of difficulty in life, preserve and promote the essential revolutionary qualities of the nation, and the admirable traditions of Vietnamese educators, fulfilling citizenship obligations well.
