Are students studying traditional cai luong eligible for a 70 percent tuition reduction in Vietnam?

Based on Article 16 of Decree 81/2021/ND-CP, which regulates the subjects eligible for tuition reduction and support for tuition payment, the provisions are as follows:

Subjects eligible for tuition reduction and support for tuition payment

  1. Subjects eligible for a 70% tuition reduction include:

a) Students studying traditional and unique arts in vocational education institutions, public universities, and private universities with cultural and artistic training, including: Traditional opera musicians, traditional Hue musicians, Southern amateur music, theatrical performers, folk art performance, ca tru art, bai choi art, traditional musical instrument performance;

b) Students studying the following specialized fields: royal court music, chèo, tuồng, cải lương, dance, circus; certain heavy, hazardous, dangerous occupations in vocational education as per the list of heavy, hazardous, dangerous occupations issued by the Ministry of Labor, Invalids, and Social Affairs;

c) Preschool children and students who are ethnic minorities (excluding very few ethnic minorities) in particularly difficult villages/hamlets, Zone III ethnic and mountainous regions, particularly difficult coastal and island communes as regulated by the competent authority.

  1. Subjects eligible for a 50% tuition reduction include:

a) Preschool children and students who are children of officials and public employees, workers whose parents suffer from labor accidents or occupational diseases and receive regular allowances;

b) Preschool children and general education students, learners in continuing education institutions following general education programs whose parents or both parents or grandparents (in case of living with grandparents) are from near-poor households as regulated by the Prime Minister of the Government of Vietnam.

  1. Subjects eligible for support for tuition payment: Primary school students in private education institutions in areas without sufficient public schools are supported by the State for tuition payment.

**** Students studying the following fields and specialized fields will receive a 70% tuition reduction:

- Studying the following fields in vocational education institutions, public universities, and private universities with cultural and artistic training, specifically:

+ Traditional opera musicians;

+ Traditional Hue musicians;

+ Southern amateur music;

+ Theatrical performers;

+ Folk art performance;

+ Ca tru art;

+ Bai choi art;

+ Traditional musical instrument performance;

- Studying the specialized fields: royal court music, chèo, tuồng, cải lương, dance, circus.

Thus, it can be noted that students studying the specialized field of cải lương arts will receive a 70 percent tuition reduction.

What is the principle for determining tuitions for public higher education institutions in Vietnam?

Based on Clause 3, Article 8 of Decree 81/2021/ND-CP, the principles for determining tuitions for public higher education institutions are as follows:

- Public higher education institutions partially covering their recurrent expenditures and public higher education institutions funded by the state for recurrent expenditures (hereinafter referred to as public higher education institutions not self-sustaining for recurrent expenditures) shall determine tuitions not exceeding the ceiling tuition stipulated at Point a, Clause 1, and Point a, Clause 2 of Article 11 of Decree 81/2021/ND-CP (amended by Decree 97/2023/ND-CP);

- Public higher education institutions that have not guaranteed recurrent expenditure entirely and investment, and public higher education institutions that have not guaranteed recurrent expenditure entirely, shall determine tuitions per discipline based on the adjustment coefficient compared to the ceiling tuition stipulated for public higher education institutions not self-sustaining for recurrent expenditures as regulated in Clause 2, Article 11 of Decree 81/2021/ND-CP (amended by Decree 97/2023/ND-CP).
