*This is the case for the tuition ceiling for the architecture and construction sector at public universities that have not guaranteed recurrent expenditure entirely for the academic year 2024-2025.
Based on point a, clause 2, Article 11 of Decree 81/2021/ND-CP, amended by point b, clause 3, Article 1 of Decree 97/2023/ND-CP, there are regulations on the tuition ceiling of public higher education institutions from the academic year 2023-2024 to the academic year 2026-2027.
Accordingly, the tuition ceiling for the architecture and construction sector at public universities that have not guaranteed recurrent expenditure entirely for the academic year 2024-2025 is as follows:

Which students are eligible for tuition exemption in Vietnam?
Based on Article 15 of Decree 81/2021/ND-CP, the following individuals are eligible for tuition exemption:
Persons eligible for tuition exemption
Persons specified in the Ordinance on Preferences for People with Meritorious Services to the Revolution if they are studying at educational institutions within the national education system.
Children in preschool and disabled students.
Children in preschool and students under 16 years old without caregiving sources and individuals from 16 to under 22 years old attending secondary education, higher education (first degree) who are eligible for monthly social allowances as prescribed in clauses 1 and 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection beneficiaries. Students at intermediate and college levels who are orphans of both parents and have no shelter as specified in the Vocational Education Law.
Children in preschool and students attending formal education programs at continuing education centers whose parents or one of the parents or grandparents (in case of living with grandparents) belong to poor households as prescribed by the Prime Minister of the Government of Vietnam.
Five-year-old preschool children in extremely difficult villages and communes, region III ethnic minority and mountainous areas, and coastal and island areas with special difficulties as specified by competent authorities.
Five-year-old preschool children not specified in clause 5 of this Article are exempt from tuitions from the academic year 2024-2025 (starting from September 1, 2024).
Children in preschool and students attending regular education programs at continuing education centers who are legitimate children or adopted children of non-commissioned officers and soldiers on active duty as stipulated in clause 2, Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016, of the Government of Vietnam regulating some policies for non-commissioned officers and soldiers on active duty, demobilization and relatives of non-commissioned officers and soldiers on active duty.
Secondary education students in extremely difficult villages and communes, region III ethnic minority and mountainous areas, and coastal and island areas with special difficulties as specified by competent authorities who are exempt from tuitions from the academic year 2022-2023 (starting from September 1, 2022).
Secondary education students not specified in clause 8 of this Article are exempt from tuitions from the academic year 2025-2026 (starting from September 1, 2025).
Students under the centralized training program (including students in the centralized training program studying vocational training of 3 months or more) as prescribed by the Government of Vietnam regarding policies on centralized recruitment into higher and vocational education institutions within the national education system.
Students of boarding ethnic minority high schools, pre-university schools, pre-university departments.
Students attending vocational education and higher education institutions who are ethnic minorities with parents or one of the parents or grandparents (in case of living with grandparents) belonging to poor and near-poor households as prescribed by the Prime Minister of the Government of Vietnam.
Students studying Marxism-Leninism and Ho Chi Minh Thought.
Students, graduate students, and postdoctoral researchers studying in specialties such as Leprosy, Dermatosis, Psychiatry, Forensic Psychiatry, Medical Examination, and Pathology at public health workforce training institutions according to state-ordered enrollment quotas.
Students from very small ethnic minorities specified in clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017, of the Government of Vietnam on policies for admission preference and study support for preschool children and students of very small ethnic minorities in regions with difficult or particularly difficult socio-economic conditions as specified by competent authorities.
Students under the programs and initiatives approved by the Government of Vietnam to be exempt from tuitions.
Graduates of secondary education continuing to intermediate level education.
Students at intermediate and college levels in specialties and trades difficult to recruit but in social demand as listed by the Ministry of Labor - Invalids and Social Affairs.
Students in specialized trades meeting the requirements of socio-economic development, national defense, and security as stipulated by the Vocational Education Law. Specialized trades are specified by the Prime Minister of the Government of Vietnam.
Thus, students in the following cases are eligible for tuition exemption:
- Persons with meritorious services to the revolution and their relatives as per the Ordinance on Preferences for People with Meritorious Services to the Revolution 2020;
- Disabled students;
- Students from 16 to 22 years old attending higher education (first degree) who are eligible for monthly social allowances as prescribed in clauses 1 and 2, Article 5 of Decree 20/2021/ND-CP;
- Students at college levels who are orphans of both parents and have no shelter as specified in the Vocational Education Law 2014.
- Students under the centralized training program (including students in the centralized training program studying vocational training of 3 months or more) as prescribed by the Government of Vietnam regarding policies on centralized recruitment into higher and vocational education institutions within the national education system.
- Students attending vocational education and higher education institutions who are ethnic minorities with parents or one of the parents or grandparents (in case of living with grandparents) belonging to poor and near-poor households as prescribed by the Prime Minister of the Government of Vietnam.
- Students studying Marxism-Leninism and Ho Chi Minh Thought.

When will students receive a 50 percent tuition reduction in Vietnam?
Based on clause 2, Article 16 of Decree 81/2021/ND-CP, students in the following cases will receive a 50 percent tuition reduction:
