Time limit for Teachers Appointed as Leaders of the Ho Chi Minh Young Pioneer Organization
1. The time limit for teachers appointed as Leaders of the Ho Chi Minh Young Pioneer Organization is 5 years. After this term, the school is responsible for reassigning the teacher to teaching duties according to the properly trained specialization.
- In cases where teachers' appointment terms expire but they still meet the standards and wish to continue serving as Leaders of the Ho Chi Minh Young Pioneer Organization, the principal shall consult with the School Council to consider and decide according to the provisions in Clause 2, Article 4 of this Circular.
- In cases where teachers resign from the Leader of the Ho Chi Minh Young Pioneer Organization position before the end of their term, the principal shall issue a decision to relieve the teacher of the Leader of the Ho Chi Minh Young Pioneer Organization duties and consult with the School Council to select and appoint another teacher as a replacement according to the provisions in Clause 2, Article 4 of this Circular.
Thus, the time limt for teachers appointed as Leaders of the Ho Chi Minh Young Pioneer Organization is 5 years. If the time limit expires and the teacher still meets the standards and wishes to continue, they can be reappointed as Leaders of the Ho Chi Minh Young Pioneer Organization.

- The principal consults with the School Council on selecting teachers to serve as Leaders of the Ho Chi Minh Young Pioneer Organization.
2. The principal issues the decision to appoint teachers as Leaders of the Ho Chi Minh Young Pioneer Organization of the school after obtaining the consensus of the Department of Education and Training or the Department of Education and Training (the direct management unit of the school) and the corresponding level Team Council.
Thus, the principal has the authority to issue the decision to appoint teachers as Leaders of the Ho Chi Minh Young Pioneer Organization.

The teaching hour norm is the number of theoretical or practical periods each teacher is required to teach per week. Specifically:
- The teaching hour norm for primary school teachers is 23 periods, for secondary school teachers is 19 periods, and for high school teachers is 17 periods;
- The teaching hour norm for teachers at pre-university schools is 12 periods.
The teaching hour norm for teachers at ethnic boarding schools is 17 periods at the secondary school level, and 15 periods at the high school level;
The teaching hour norm for teachers at ethnic semi-boarding schools is 21 periods at the primary school level, and 17 periods at the secondary school level;
The teaching hour norm for teachers at schools or classes for the disabled is 21 periods at the primary school level, and 17 periods at the secondary school level.
2a. The teaching hour norm for teachers at pre-university schools is 12 periods.
3. Teachers serving as Leaders of the Ho Chi Minh Young Pioneer Organization of the Ho Chi Minh Young Pioneers at Grade 1 schools teach 2 periods per week, at Grade 2 schools teach one-third of the teaching hour norm, and at Grade 3 schools teach half of the teaching hour norm for teachers of the same education level. The grading of schools is based on current regulations.
Thus, the teaching hour norm for primary school teachers is 23 periods. For teachers simultaneously serving as Leaders of the Ho Chi Minh Young Pioneer Organization of the Ho Chi Minh Young Pioneers at Grade 2 schools, the teaching norm is one-third of the teaching hour norm.
What is the current responsibility allowance for teachers serving as Leaders of the Ho Chi Minh Young Pioneer Organization in Vietnam?
Based on Section 3 of Joint Circular 23/TTLT in 1996, the policies regarding teachers serving as Leaders of the Ho Chi Minh Young Pioneer Organization are regulated as follows:
POLICIES REGARDING TEACHERS - Leaders of the Ho Chi Minh Young Pioneer Organization
- Policy:
Teachers appointed as Leaders of the Ho Chi Minh Young Pioneer Organization in general education schools (including specialized and semi-specialized Leaders of the Ho Chi Minh Young Pioneer Organization) shall receive the following benefits:
1.1. Responsibility allowance is calculated based on the following coefficients:
- Leaders of the Ho Chi Minh Young Pioneer Organization in Grade 1 schools receive a responsibility allowance coefficient of 0.30 of the minimum salary.
- Leaders of the Ho Chi Minh Young Pioneer Organization in Grade 2 schools receive a responsibility allowance coefficient of 0.20 of the minimum salary.
- Leaders of the Ho Chi Minh Young Pioneer Organization in Grade 3 schools receive a responsibility allowance coefficient of 0.10 of the minimum salary.
When no longer serving as the Leader of the Ho Chi Minh Young Pioneer Organization, this allowance is not provided.
The classification of schools for calculating responsibility allowances for the teacher-Leader of the Ho Chi Minh Young Pioneer Organization position is based on Section I of Circular No. 10/GD-DT dated July 29, 1994, from the Ministry of Education and Training.
1.2. Teachers are classified and receive salaries, allowances, and other benefits as teachers (leave, summer break, professional and skill training, office supplies, etc.).
1.3. Reward policies are similar to those for teachers, including titles unified by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training.
