Examination Council for the Olympic Team Selection Exam

1. Establishment of the Examination Council: The Examination Council is established by a decision of the Minister of Education and Training (MOET).

2. Structure and composition of the Examination Council:

a) Chairman of the Council: Leaders of the Quality Management Department;

b) Vice Chairman of the Council: Leaders of related MOET units, department-level leaders of the Quality Management Department, leaders of higher education institutions, and leaders of provincial Departments of Education and Training;

c) Members, Secretaries, and invigilators: Officials and public employees of MOET units, lecturers, and teachers from higher education institutions and high schools;

d) Technical and practical staff: Assigned by the MOET in cooperation with the Heads of relevant agencies;

dd) Police, security, medical staff, and service staff: Assigned by the MOET in cooperation with the Heads of relevant agencies.

3. Duties of the Examination Council:

a) Check exam documents, compare contestant lists, and student lists summoned by MOET to participate in the Olympic team selection exam;

b) Perform tasks specified in points b, c, d, dd, e, Clause 3, Article 20 of these Regulations.

4. Responsibilities and powers of the Examination Council members: Implement as prescribed in Clause 4, Article 20 of these Regulations.

Referring to Point g, Clause 4, Article 20 of the Regulations on the National Excellent Student Examination issued with Circular 17/2023/TT-BGDDT:

- Responsibilities and powers of the Examination Council members:

+ Chairman of the Council: Manage all work of the Council; organize learning sessions for Council members and contestants to understand and strictly implement the Examination Regulations, the Examination Organization Guidelines, and related documents; handle unusual incidents during examination supervision according to the provisions of Article 10 of these Regulations; consider, decide, or propose forms of commendation and discipline for contestants and Council members;

+ Vice Chairman of the Council: Assist the Chairman in operating work as assigned by the Chairman;

+ Members, Secretaries: Assist the Chairman in drafting documents, setting up tables and recording minutes of Council meetings; perform other tasks assigned by the Chairman;

+ Invigilators: Perform tasks specified in Article 25 of the National Excellent Student Examination Regulations issued with Circular 17/2023/TT-BGDDT; perform other tasks assigned by the Chairman;

+ Technical team: Perform assigned tasks; perform other tasks assigned by the Chairman; be on standby during the exam period to handle emergencies of contestants and invigilators; only enter the exam room during the exam if necessary to handle technical issues with the Chairman's permission;

+ Police, security, medical staff, and service staff: Perform tasks assigned by the Chairman of the Examination Council; not participate in tasks designated for other members; not enter the exam room during the exam period. In case of a health emergency in the exam room, medical staff may only enter to handle it with the Chairman’s consent;

+ During the examination period, from the time the exam envelope is opened until the end of each exam session, all Examination Council members are responsible for maintaining the confidentiality of the exam questions; not allowed to carry and use: mobile phones, communication and transmission devices, audio and video recording devices. When necessary, only the Council leaders may contact by landline phone with a loudspeaker under police and security supervision (must record the address and content of the contact);

+ The Chairman is personally responsible to the Head of the exam unit and the law for fulfilling assigned tasks; other members are personally responsible to the Chairman and the law for their assigned tasks.

Thus, according to the regulations, the members of the Examination Council are responsible for maintaining the confidentiality of the exam questions from the time the exam envelope is opened until the end of each exam session.

+ Check the preparation of essential conditions, especially facilities and equipment for the exam;

+ Inform contestants about the exam regulations and rules;

+ Organize and implement examination processes ensuring seriousness, safety, strict adherence to the exam regulations, and the Examination Organization Guidelines;

+ Receive, safeguard, and use exam questions according to the examination regulations and guidelines of the MOET. If exam questions are transferred through the Government Cryptographic Committee system, the exam question printing will be conducted according to the MOET guidelines;

+ Store exam questions and answer sheets; send answer sheets and exam documents to the Quality Management Department, following security principles and the Examination Organization Guidelines.
