The Official Dispatch is issued by the Ministry of Education and Training on September 9, 2024, which clearly states as follows: In order to implement Decision 1373/QD-TTg in 2021 by the Prime Minister of Vietnam approving the Scheme "Building a Learning Society 2021-2030" and Official Dispatch 3933/BGDDT-GDTX in 2024, the Ministry of Education and Training recommends that the People’s Committees of provinces and centrally run cities (hereinafter referred to as the provinces) direct the Departments of Education and Training, the Provincial Learning Promotion Associations, the district-level People’s Committees, and relevant units to organize the 2024 Lifelong Learning Week (hereinafter referred to as the Week). The theme of the 2024 Lifelong Learning Week is:

Goal [1] Raise awareness, increase responsibility, attention, and active participation of all levels of government, sectors, organizations, unions, and social forces in developing reading culture to promote lifelong learning - one of the strategic national issues in improving people's knowledge, developing human resources, fostering talents, which is the decisive factor for sustainable development and success.
Goal [2] Promote the role of the educational and training system in guiding and organizing reading promotion activities for officials, teachers, students, learners, and the general public, contributing to promoting a wide learning movement across all levels of the population; diversify learning forms (classroom learning, formal schooling, out-of-school learning, online learning, distance learning, learning from colleagues,...);
Reading books is a common and effective learning activity that helps expand knowledge, develop thinking, and improve and develop soft skills, communication skills. Create a favorable and friendly reading environment, develop reading culture among the people, thereby encouraging people to actively learn regularly, continuously, and lifelong, aiming to build a learning society.

Activities during the Week are based on the theme of 2024 and specific conditions in localities. The People's Committees of provinces are directed to implement the Week 2024 with appropriate, flexible, and creative forms, mobilizing maximum resources to organize activities to develop reading culture and promote lifelong learning.
The Ministry of Education and Training suggests the following activities:
- Strengthening and renewing information and communication activities on mass media, the websites of related units and organizations, social networking sites about the importance and role of developing reading culture to promote lifelong learning.
Displaying banners and slogans at educational institutions, factories, offices, agencies, and public places; organizing various forms of propaganda on the theme and activities of the Week for the public to know and participate.
- Organizing the Opening Ceremony of the Week with the participation of representatives of party committees, government, related agencies, social organizations, businesses; representatives of educational institutions, cultural institutions, mass media; representatives of all levels of the population, students, trainees, and students in the locality.
- Implementing the activities of the Week in appropriate and effective forms; especially focusing on remote and disadvantaged areas, aiming for broad social participation, bringing the theme of the Week into life practically.
