According to the provisions of Article 9 of Joint Circular 13/2016/TTLT-BYT-BGDDT, monitoring student health is one of the activities of managing, protecting, and caring for student health.

Each school health room must have a student health record. The template for the upper secondary school student health record is specified in Appendix 1 issued with Joint Circular 13/2016/TTLT-BYT-BGDDT as follows:

Who is responsible for creating and recording the upper secondary school student health records in Vietnam?

At point c, clause 2 of Article 8 of Joint Circular 13/2016/TTLT-BYT-BGDDT, it is stipulated about ensuring the conditions of the health room, school health staff as follows:

a) School health staff must have professional qualifications starting from intermediate doctor level upwards. Based on the actual conditions in the locality, schools arrange school health staff to meet the regulations at this point or contract with commune health stations, medical examination and treatment facilities ranging from polyclinics upwards to care for student health;

b) School health staff must regularly update medical professional knowledge through workshops, training, professional training organized by the Health sector and the Education sector to implement the prescribed tasks;

c) School health staff have the duty to advise and implement according to the regulations in Article 9, Article 10, and other tasks assigned by the school leadership.

  1. Notify the health status of students to their parents or guardians at least once per school year and when necessary. School health staff assess students' health status at the end of each education level as a basis for health monitoring in the next level.

  2. Create and record in the medical examination book, the student health record, the summarized student health status tracking record.

  3. Regularly inspect and supervise the learning conditions, classroom hygiene, food safety, drinking water provision, hand-washing soap. Proactively implement sanitation and epidemic prevention measures as prescribed in Circular No. 46/2010/TT-BYT and other guidelines from health agencies.

  4. Implement health programs, sanitation campaigns, increased physical activities, reasonable nutrition, building a smoke-free environment, prohibiting alcohol and addictive substances.

Thus, school health staff are responsible for creating and recording health records and summarized health status tracking records of upper secondary school students.

In addition, school health staff must regularly monitor students' health and perform other duties as prescribed by law or as assigned by the school leadership.

What are responsibilities of Medical Centers in protecting student health in Vietnam?

Article 15 of Joint Circular 13/2016/TTLT-BYT-BGDDT stipulates the responsibilities of District Medical Centers, Provincial Preventive Medicine Centers, and the Department of Health in protecting student health as follows:

- Take the lead and cooperate with educational management agencies to advise local People's Committees in planning and directing the implementation of school health work in the area according to decentralization.

- Coordinate with educational management agencies to organize training, workshops, and training in school health work; provide professional support for school health staff; guide implementation in managing, caring for, and protecting student health, health education communication.
