What is the scholarship amount for students under policy scholarships in Vietnam?
Pursuant to Article 9 of Decree 84/2020/ND-CP, the scholarship amount for students under policy scholarships is specified as follows:
- Subjects: Students under commissioning policies; students at pre-university schools, ethnic boarding upper secondary schools; students at vocational education institutions for war invalids and persons with disabilities.
- Scholarship amount:
+ For students under commissioning policies, students at pre-university schools, ethnic boarding upper secondary schools; students at vocational education institutions for war invalids and persons with disabilities: The scholarship amount is 80% of the statutory pay rate/month;
+ For students who are war invalids belonging to poor households studying at vocational education institutions for war invalids and persons with disabilities: The scholarship amount is 100% of the statutory pay rate/month.
- Principles of enjoyment:
+ Can only enjoy policy scholarships once during the entire learning process;
+ In case students are subject to multiple concurrent policies, they can only enjoy the highest single policy or if studying multiple disciplines at different educational institutions, they can only enjoy the policies at one discipline at one educational institution;
+ Students who are subject to policy scholarships under this Article but also qualify for preferential allowances, social allowances, or merit-based scholarships are still entitled to these policies as per the regulations;
+ Students disciplined with expulsion or suspension from studies are not entitled to the policies stipulated in this Article from the effective date of the disciplinary decision or during the suspension period;
+ Policy scholarships are granted for 12 months/year, and the number of years to receive scholarships should not exceed the maximum study duration or semesters required to complete the corresponding training program as prescribed. For the final year, they are granted according to the actual study months.
For students at ethnic boarding upper secondary schools or pre-university schools who are repeating a grade, policy scholarships are still granted for the first repeated year as prescribed.
+ For training programs under the module or credit accumulation method, policy scholarships are granted according to the equivalent training period but should not exceed the duration for courses following the annual system, calculated using the following formula:
+ Policy scholarships are not applicable to students pursuing a second degree, on-site training, distance learning, joint training, and in-service study.
Thus, students under commissioning policies will receive a scholarship amount equivalent to 80% of the statutory pay rate/month; and the enjoyment principles follow the regulations as mentioned above.
What are the procedures for students to receive policy scholarships in Vietnam?
Based on Clauses 4 and 5 of Article 9 in Decree 84/2020/ND-CP, the procedures to receive policy scholarships are as follows:
* Policy scholarship documents:
- For students under commissioning policies: Commitment form from students, confirmed by the school where they are currently studying (Form No. 01 Download);
- For students at pre-university schools, ethnic boarding upper secondary schools: A copy issued from the original records, a certified copy, or a copy provided with the original for comparison of birth certificates; admission notices;
- For students at vocational education institutions for war invalids and persons with disabilities:
Application form Form No. 02 Download and Form No. 03 Download;
A copy issued from the original records, a certified copy, or a copy provided with the original for comparison of birth certificates;
A copy issued from the original records, a certified copy, or a copy provided with the original for comparison of disability certificates issued by the commune-level People's Committee for students with disabilities;
In case students have not yet obtained a disability certificate, a copy issued from the original records, a certified copy, or a copy provided with the original for comparison of the decision from the district-level People's Committee about social allowances for individuals with disabilities must be supplemented;
A copy issued from the original records, a certified copy, or a copy provided with the original for comparison of war invalids' certificates for students who are war invalids.
* Procedure for granting scholarships:
- For students under commissioning policies:
+ Within 15 days from the date of enrollment, students must submit their documents directly or by post or online as per regulations to the Department of Home Affairs where they are registered for permanent residence for university students, pedagogy college, or to the Department of Labor, War Invalids, and Social Affairs where they are registered for permanent residence for non-pedagogy college students. Each student submits one set of documents once to request a scholarship for the entire period of study at the educational institution;
+ The Department of Home Affairs, the Department of Labor, War Invalids, and Social Affairs receive the documents, review them, prepare a list and budget (Form No. 04 download) and implement the policy scholarship payment to students as per regulations. If the documents are not satisfactory, the responsible authority notifies the students within 07 working days from the date of receiving the documents;
+ Students receive policy scholarships directly at the Department of Home Affairs, the Department of Labor, War Invalids, and Social Affairs or through their bank accounts on a periodic basis.
- For students at pre-university schools, ethnic boarding upper secondary schools:
+ Within 15 days from the date of enrollment, students must submit their documents as required to the school where they are studying to be evaluated for policy scholarships. Each student must submit one set of documents once to request a scholarship for the entire period of study at the educational institution;
+ The educational institution receives documents, evaluates them, prepares a list and budget (Form No. 04 download), and sends them to the direct management agency. If the documents are not satisfactory, the educational institution is responsible for notifying students within 05 working days from the date of receiving the documents;
+ Students receive policy scholarships at their educational institution on a periodic basis.
- For students at vocational education institutions for war invalids and persons with disabilities:
+ Within 15 days from the date of enrollment, vocational education institutions must inform students about policy scholarships, submission deadlines, and guide them in submitting documents as required. Each student submits one set of documents once to request a scholarship for the entire period of study at the vocational education institution;
+ For public vocational education institutions: The principal of the public vocational education institution reviews documents, consolidates, prepares a list and budget (Form No. 04 download), submits it to the direct management agency for approval and consolidates it to the financial agency for approval. If the documents are not satisfactory, the public vocational education institution is responsible for notifying the students within 05 working days from the date of receiving the documents;
+ For private vocational education institutions: Students must submit an application form (Form No. 03 Download) to the vocational education institution where they are studying to get confirmation within 10 working days from the date of receiving the application. The institution guides the students to submit documents to the Department of Labor, War Invalids, and Social Affairs where they have registered for permanent residence. The Department reviews, approves the list of beneficiaries, and prepares the budget to be submitted to the relevant financial agency for approval. If the documents are not satisfactory, the Department is responsible for notifying the students within 07 working days from the date of receiving the documents;
+ If students do not submit all required documents, they only receive policy scholarships from the date the vocational education institution or the Department of Labor, War Invalids, and Social Affairs receives all required documents, and no retroactive scholarship is given for the previous study period from before the submission date.
