Policy Scholarship
- Subjects: Students under the selection policies; students of preparatory universities, ethnic boarding general schools; trainees of vocational education institutions for war invalids, the disabled.
2. Benefit Rate:
a) For students under the recruitment regime, students of preparatory universities, ethnic boarding general schools; trainees of vocational education institutions for war invalids, the disabled: The scholarship rate is 80% of the statutory pay rate/month;
b) For trainees who are war invalids from poor households studying at vocational education institutions for war invalids, the disabled: The scholarship rate is 100% of the statutory pay rate/month.
Thus, the policy scholarship benefit rate for students under the recruitment regime is 80% of the statutory pay rate/month.
According to Clause 2, Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is stipulated as follows:
Statutory Pay Rate
- The statutory pay rate is used as the basis for:
a) Calculating the salary in salary scales, allowances and implementing other policies according to the law for the subjects specified in Article 2 of this Decree;
b) Calculating operation fees and living expenses as prescribed by law;
c) Calculating deductions and policies entitled according to the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
The statutory pay rate from July 1, 2024, is 2,340,000 VND/month.
Thus, the policy scholarship benefit rate for students under the recruitment regime is 80% of the statutory pay rate/month = 2,340,000 VND/month x 80% = 1,872,000 VND/month.

What are procedures for reviewing and granting policy scholarships for students under the recruitment regime in Vietnam?
Pursuant to point a, Clause 5, Article 9 of Decree 84/2020/ND-CP, the procedures for reviewing and granting policy scholarships for students under the recruitment regime in Vietnam are as follows:
Step 1: Students submit their applications
Within 15 days from the date of admission, students submit their applications directly or by post or online according to regulations to the Department of Home Affairs where they are registered for permanent residence for university and pedagogical college students or to the Department of Labor, War Invalids and Social Affairs where they are registered for permanent residence for other college students except pedagogical college students.
Each student submits only one set of applications once to request scholarships during the entire study period at the educational institution;
The application includes: The student's commitment form, certified by the school currently attending (Form No. 01 in the Appendix issued with Decree 84/2020/ND-CP);
Step 2: Receiving applications, verifying, listing, budgeting and disbursing policy scholarships to students
The Department of Home Affairs, Department of Labor, War Invalids and Social Affairs receives applications, verifies, lists, budgets and disburses policy scholarships to students as prescribed.
If the application is not conformable, the Department of Home Affairs, Department of Labor, War Invalids and Social Affairs is responsible for notifying the student within 07 working days from the date of receipt of the application;
Students receive policy scholarships directly at the Department of Home Affairs, Department of Labor, War Invalids and Social Affairs or through their bank accounts on a periodic basis.

- Entitlement Principles:
a) Subjects specified in Clause 1 of this Article are entitled to policy scholarships only once during the entire period of study;
b) In cases where students or trainees are entitled to multiple policies simultaneously, they may only enjoy the highest policy or if studying multiple majors at multiple educational institutions, they can only enjoy the policy at one major at one educational institution;
c) Students who are entitled to policies under this Article but also eligible for preferential subsidies, social subsidies, or merit-based scholarships shall continue to enjoy these policies as prescribed;
d) Students subjected to disciplinary expulsion or suspension from study will not be entitled to the policies stipulated in this Article from the effective date of the disciplinary decision or during the suspension period;
đ) Policy scholarships are granted for 12 months per year, and the number of years of entitlement shall not exceed the maximum number of years or semesters required to complete the training program as prescribed for respective majors. For the final academic year, entitlement is proportional to the actual number of study months.
For students of ethnic boarding general schools and preparatory universities, if they repeat the year, they are still entitled to policy scholarships for the first repeated year as prescribed.
