Which students in Vietnam are eligible for tuition fee exemption?

According to Article 15 of Decree 81/2021/ND-CP, the following students are eligible for tuition fee exemption:

- Individuals with meritorious services to the revolution and their relatives as per the 2020 Ordinance on Preferential Treatment for Individuals with Meritorious Services to the Revolution;

- Students with disabilities;

- Students aged 16 to 22 who are studying for their first university degree and are eligible for monthly social assistance as stipulated in Clauses 1 and 2 of Article 5 of Decree 20/2021/ND-CP;

- Orphan students at colleges with no support as per the 2014 Law on Vocational Education;

- Cuurate students as regulated by the Government of Vietnam on policies for cuurate programs in higher and vocational education institutions under the national education system;

- Students at vocational and higher education institutions from ethnic minority groups whose parents or guardians are classified as poor or near-poor households by the Government of Vietnam;

- Students studying Marx-Leninism and Ho Chi Minh Thought;

- Students pursuing specialties such as Leprosy, Occupational Therapy, Psychiatric Forensic Medicine, Forensic Medicine, and Pathology at public medical training institutions as ordered by the State;

- Students from very small ethnic minorities as mentioned in Clause 1, Article 2 of Decree 57/2017/ND-CP and residing in economically or socially disadvantaged regions as recognized by the competent authority;

- Students benefiting from programs or projects that grant tuition fee exemptions as regulated by the Government of Vietnam;

- College students in hard-to-recruit fields yet in demand by society as stipulated by the Ministry of Labor, Invalids and Social Affairs;

- Students in specialized fields that fulfill societal, economic, defense, and security needs as per the 2014 Law on Vocational Education.

Which students in Vietnam are eligible for tuition fee reduction?

According to Article 16 of Decree 81/2021/ND-CP concerning entities eligible for tuition fee reduction and support for tuition fee payment:

Entities eligible for tuition fee reduction and support for tuition fee payment

  1. 70% tuition fee reduction applies to:

a) Students in traditional and distinctive arts programs at vocational and higher education institutions, both public and private, including: Traditional music, Hue traditional music, Southern Vietnamese opera, stage acting, folk performance arts, Ca Tru singing, Bai Choi singing, traditional musical instrument performance;

b) Students in specific fields such as Court music, Cheo, Tuong, Cai Luong, dance, circus acts, and those with strenuous, hazardous, and dangerous trades as listed by the Ministry of Labor, Invalids and Social Affairs;

c) Kindergarten children and students from ethnic minorities (excluding very small ethnic minorities) in extremely difficult villages/hamlets, level-3 ethnic and mountainous areas, and coastal or island regions as regulated by the competent authority.

  1. 50% tuition fee reduction applies to:

a) Kindergarten children and students who are the children of officials and public employees, workers whose parents were injured in workplace accidents or occupational diseases and are receiving regular benefits;

b) Kindergarten children and high school students, or participants in continuous education programs following general education curricula, whose parents or guardians are classified under near-poor households as defined by the Government of Vietnam.

  1. Tuition fee payment support applies to: Elementary school students in private educational establishments in areas lacking adequate public schools, receiving state support for tuition fee payments.

Thus, students eligible for tuition fee reduction include:

- 70% fee reduction for:

+ Students in traditional and distinctive arts programs at vocational and higher education institutions, both public and private, including:

++ Traditional music musicians;

++ Hue traditional music musicians;

++ Southern Vietnamese opera;

++ Stage actors, folk performers, Ca Tru artists, Bai Choi artists, traditional musical instrument performers;

+ Students in specific fields:

++ Court music, Cheo, Tuong, Cai Luong, dance, circus acts;

++ Stenuous, hazardous, and dangerous trades as listed by the Ministry of Labor, Invalids and Social Affairs;

+ Students from ethnic minorities (excluding very small ethnic minorities) in extremely difficult villages, level 3 ethnic and mountainous areas, and coastal or island regions as regulated by the competent authority.

- 50% fee reduction for: Students who are the children of officials and public employees, workers whose parents were injured in workplace accidents or occupational diseases and are receiving regular benefits.
