There are 03 ranks of professional titles for pre-university teachers, including:
- Pre-university teacher rank 3 - Code: V.07.07.19.
- Pre-university teacher rank 2 - Code: V.07.07.18.
- Pre-university teacher rank 1 - Code: V.07.07.17.

What is the salary table for pre-university teachers in Vietnam in 2024?
Based on Article 9 of Circular 22/2023/TT-BGDDT, the salary arrangement for pre-university teachers is regulated as follows:
Salary arrangement
- Public employees appointed to professional titles for pre-university teachers as stipulated in this Circular are applied the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) The professional title of pre-university teacher rank III (code V.07.07.19) is applied the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) The professional title of pre-university teacher rank II (code V.07.07.18) is applied the salary coefficient of public employee category A2 (group A2.2), from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) The professional title of pre-university teacher rank I (code V.07.07.17) is applied the salary coefficient of public employee category A2 (group A2.1), from a salary coefficient of 4.40 to a salary coefficient of 6.78.
- The salary arrangement upon appointment to a professional title rank is performed according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Minister of Home Affairs guiding the salary arrangement when upgrading, transferring, or changing the category of officials and public employees and according to current legal regulations. When implementing new salary policies, the arrangement to the new salary is performed according to the regulations of the Government of Vietnam.
The salary arrangement for pre-university teachers is regulated as follows:
- The professional title of pre-university teacher rank 3 is applied the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
- The professional title of pre-university teacher rank 2 is applied the salary coefficient of public employee category A2 (group A2.2), from a salary coefficient of 4.00 to a salary coefficient of 6.38;
- The professional title of pre-university teacher rank 1 is applied the salary coefficient of public employee category A2 (group A2.1), from a salary coefficient of 4.40 to a salary coefficient of 6.78.
Thus, the new salary table for pre-university teachers in 2024 is as follows:

According to Article 3 of Circular 22/2023/TT-BGDDT, the general standards of professional ethics for pre-university teachers are as follows:
- Comply with the guidelines and policies of the Vietnam Communist Party, the laws of the State, and the regulations of competent authorities regarding pre-university education.
- Regularly cultivate ethics, uphold a sense of responsibility, maintain the dignity, honor, and reputation of teachers; set an example for students.
- Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.
- Strictly adhere to the regulations on the responsibilities and obligations of public employees and the Ministry of Education and Training's regulations on teacher ethics.
