Based on Article 3 Decree 73/2024/ND-CP, statutory pay rate regulations apply to teachers as follows:

Statutory Pay Rate

1. The statutory pay rate is used as a basis for:

a) Calculating salaries in the salary scales, allowances, and implementing other policies as prescribed by law for the subjects specified in Article 2 of this Decree;

b) Calculating operational and subsistence expenses as prescribed by law;

c) Calculating contributions and policies enjoyed according to the statutory pay rate.

2. Starting from July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

Grade III preschool teachers are classified as newly graduated public employee teachers.

The salary of public employee teachers is calculated as follows:

Salary = Coefficient x Statutory Pay Rate

Based on Clause 1, Article 8 Circular 01/2021/TT-BGDDT which regulates the method of salary arrangement:

Method of Salary Arrangement

1. Public employees appointed to preschool teacher professional titles specified in this Circular shall be applied the corresponding salary table issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) Preschool teacher grade III, code V.07.02.26, is applied the salary coefficient of public employees type A0, from salary coefficient 2.10 to salary coefficient 4.89;

b) Preschool teacher grade II, code V.07.02.25, is applied the salary coefficient of public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98;

c) Preschool teacher grade I, code V.07.02.24, is applied the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.

According to the above regulations, grade III preschool teachers are applied a salary coefficient from 2.10 to 4.89, specifically the salary table for grade III preschool teachers:

Thus, the salary of a newly graduated preschool teacher who is a public employee teaching at public schools is 4,914,000 VND (Salary Coefficient 2.10).

Note: The above salary is the official salary of teachers. The salary of trainee teachers is 85% of the above salary.

What is the salary of newly graduated preschool teachers at private schools or teaching under contracts in Vietnam?

As newly graduated preschool teachers teaching at private schools work under labor contract policies, the salary will be negotiated between the teachers and the preschools. The salary shall not be lower than the regional minimum wage.

Based on the regulations in Clause 1, Article 3 Decree 74/2024/ND-CP, the monthly minimum wage and hourly minimum wage for employees working under labor contracts by region are as follows:

Thus, the minimum salary of preschool teachers teaching under contract in private schools is determined by region, specifically:

- Region 1: At least 4,960,000 VND/month

- Region 2: At least 4,410,000 VND/month

- Region 3: At least 3,860,000 VND/month

- Region 4: At least 3,450,000 VND/month

Note: The above salary is the minimum salary for official teachers, and the salary of trainee preschool teachers is at least 85% of the official salary.

Do newly graduated preschool teachers in Vietnam need to complete professional development courses and training programs?

Based on Clause 1, Article 3 Circular 01/2021/TT-BGDDT which has points annulled by Clause 14, Article 1 Circular 08/2023/TT-BGDDT:

Grade III Preschool Teacher - Code V.07.02.26

1. Duties

a) Conduct nurturing, caring, and educating children according to the school's and specialized group's education plan; be responsible for the quality, efficiency of nurturing, caring, and educating children in the assigned group or class according to the Preschool Education Program; carry out inclusive education and children's rights work;

c) Maintain health; complete courses and professional development programs; self-study and self-improve political, professional, and practical skills; participate in professional activities; keep and use the educational equipment assigned;

d) Coordinate with parents or guardians and the community in nurturing, caring, and educating children;

e) Fulfill civic duties, comply with legal regulations, the education sector, the school, and local regulations;

f) Perform other tasks assigned by the principal.

Thus, newly graduated preschool teachers who are public employee and grade III preschool teachers must complete professional development courses and training programs.
