Based on point c, clause 1, Article 9 of Circular 35/2020/TT-BGDDT regulating the salary arrangement as follows:

Salary Arrangement

1. The job titles of teaching public employees specified in this Circular are applied to the professional and specialized salary scales for officials and public employees in public service providers of the State (Table 3) issued with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces. To be specific:

a) The job title of Senior Lecturer (Grade I) is applied to the salary coefficient of public employee type A3, group 1 (A3.1) from the salary coefficient of 6.20 to 8.00;

b) The job title of Principal Lecturer (Grade II) is applied to the salary coefficient of public employee type A2, group 1 (A2.1) from the salary coefficient of 4.40 to 6.78;

c) The job title of Lecturer (Grade III) is applied to the salary coefficient of public employee type A1, from the salary coefficient of 2.34 to 4.98.

2. The salary arrangement for job titles is performed when a public employee is appointed to a job title specified in this Circular and is arranged according to the guidelines in clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs guiding salary arrangement when upgrading, transferring, and changing the types of officials and public employees and in accordance with current legal regulations.

The Grade 3 lecturer at a public pedagogical college is applied to the professional and specialized salary scales for officials and public employees in public service providers of the State (Table 3) issued with Decree 204/2004/ND-CP, specifically applies to the salary coefficient of public employee type A1, from the salary coefficient of 2.34 to 4.98.

What are the duties of a Grade 3 lecturer at a public pedagogical college in Vietnam?

Based on clause 1, Article 4 of Circular 35/2020/TT-BGDDT, the duties of a Grade 3 lecturer at a public pedagogical college are as follows:

- Teaching; guiding students in specialized topics and graduation theses (if any);

- Educating professional ethical qualities and working styles for students through the teaching process. Evaluating the learning outcomes and graduation results of students;

- Participating in the development and upgrading of the curriculum for their field of study; innovating teaching methods and methods of assessing learning outcomes and practice of students;

- Participating in class management tasks, academic advising; guiding discussions, practices, experiments, and internships;

- Studying and upgrading political theory, professional expertise, and teaching methods; participating in practical activities to improve teaching quality and scientific research;

- Participating in management tasks, Party activities, union activities, and performing other tasks according to the organization and operation regulations of the educational institution and other legal provisions.

What are the standards for the training, education, professional capabilities, and competencies of a Grade 3 lecturer at a pedagogical college in Vietnam?

Based on clause 2, Article 4 of Circular 35/2020/TT-BGDDT as amended by clause 1, Article 1 of Circular 04/2022/TT-BGDDT regarding the standards for training, education, professional capabilities, and competencies of a Grade 3 lecturer at a pedagogical college are as follows:

- Standards for training and education:

+ Having a university degree or higher appropriate to the job position and teaching discipline;

+ Having a certificate of pedagogical training (for those who did not graduate from a pedagogical university or technical pedagogical university);

+ Having a certificate of training according to the standards of the job title of a college lecturer.

- Standards for professional capabilities and competencies:

+ Mastering the basic knowledge of the subjects assigned to teach and having general knowledge about some related subjects within the assigned training field;

+ Understanding and implementing the goals, plans, content, and curriculum of the subjects assigned within the training field;

+ Effectively and safely using teaching tools and equipment;

+ Having the ability to conduct scientific research; applying scientific and technological advancements in teaching, production, and daily life;

+ Having the ability to apply information technology and use foreign languages in performing the tasks of the job title of a Grade 3 college lecturer.
