Code and classification of professional titles for upper secondary school teachers
The professional titles for upper secondary school teachers include:
1. Grade III upper secondary school teacher - Code V.07.05.15.
2. Grade II upper secondary school teacher - Code V.07.05.14.
3. Grade I upper secondary school teacher - Code V.07.05.13
Article 2a. Standards of professional ethics
1. Comply with the guidelines and policies of the Communist Party, the law of the State, regulations of the industry and localities on secondary education.
2. Regularly cultivate ethics, uphold the spirit of responsibility, maintain the qualities, honor, and prestige of teachers; be a model for students.
3. Love, treat fairly and respect students; protect the legitimate rights and interests of students; unite and help colleagues.
4. Strictly comply with the regulations on the general responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training on teacher ethics.
Thus, the code for public employees holding the position of Grade 2 upper secondary school teacher is: V.07.05.14.

What are the standards for professional competence for Grade 2 upper secondary school teacher in Vietnam?
Based on Clause 4, Article 4 of Circular 04/2021/TT-BGDDT (amended by Clauses 3 and 4, Article 4 of Circular 08/2023/TT-BGDDT), the grade 2 upper secondary school teacher must meet the following standards for professional competence:
- Master the guidelines, policies, laws of the Communist Party, the State, regulations, and requirements of the industry and localities on secondary education and effectively implement assigned tasks;
- Be able to adjust teaching and educational plans to suit the actual conditions of the school and locality; update, flexibly and effectively apply teaching methods, and education to meet the requirements of renovation, relevant to actual conditions;
- Be capable of researching, promptly updating new requirements related to special knowledge; creatively and appropriately apply forms, methods, and choose content for learning, fostering, and enhancing personal professional competence;
- Have the ability to evaluate or guide colleagues in applied pedagogical scientific research; evaluate students' scientific and technical research products from school-level upwards;
- Be able to creatively apply forms and methods to assess students' learning outcomes and progress towards developing their qualities and competencies;
- Effectively apply psychological counseling, career guidance, and school social work measures suitable for each student in teaching and education activities;
- Be able to apply information technology in professional activities; use foreign languages or ethnic minority languages according to job position requirements;
- Be recognized as an emulation soldier at the grassroots level or as an excellent teacher, excellent class teacher from school-level upwards;
- Public employees taking exams or being considered for promotion to Grade 2 upper secondary school teacher (code V.07.05.14) must have held the position of upper secondary school teacher grade 3 (code V.07.05.15) or equivalent for at least 09 (nine) years (excluding probationary period) by the deadline for submitting exam or promotion consideration applications.
What is the salary of a Grade 2 upper secondary school teacher in Vietnam?
Based on Clause 1, Article 8 of Circular 04/2021/TT-BGDDT, the regulation is as follows:
Salary arrangement
1. Public employees appointed to the professional titles of upper secondary school teachers stipulated in this Circular are applied the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on policies for salaries for officials and public employees and armed forces. Specifically:
a) Grade III upper secondary school teacher, code V.07.05.15, is applied the salary coefficient of public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II upper secondary school teacher, code V.07.05.14, is applied the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38;
c) Grade I upper secondary school teacher, code V.07.05.13, is applied the salary coefficient of public employees type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

Thus, Grade 2 upper secondary school teacher is applied the salary coefficient of public employees type A2, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.
Based on Circular 07/2024/TT-BNV, the salary for officials and public employees is calculated as follows:
Salary = Statutory pay rate x Salary coefficient
Additionally, according to Decree 73/2024/ND-CP, when the statutory pay rate increases to 2,340,000 VND/month, the salary calculation for teachers from July 1, 2024, is as follows:
Salary = 2,340,000 VND x Salary coefficient
Thus, Grade 2 upper secondary school teacher currently can receive a salary from: 9,360,000 VND/month to 14,929,200 VND/month.
Note: The above salary does not include allowances and subsidies.
