From July 1, 2024: What is the salary for a Grade 1 primary school teacher?

Based on Clause 1, Article 8 of Circular 02/2021/TT-BGDDT, the following regulations apply:

Salary Arrangement

1. Public employees appointed to the professional titles of primary school teachers as specified in this Circular shall apply the corresponding salary scale promulgated under Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies applicable to officials and public employees and armed forces. Specifically:

a) Grade III primary school teachers, code V.07.03.29, shall apply the salary coefficient for public employees of category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

b) Grade II primary school teachers, code V.07.03.28, shall apply the salary coefficient for public employees of category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;

c) Grade I primary school teachers, code V.07.03.27, shall apply the salary coefficient for public employees of category A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

According to the above regulations, grade I primary school teachers shall apply the salary coefficient for public employees of category A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

Pursuant to Article 3 of Circular 07/2024/TT-BNV, the salary of official public employees is calculated as follows:

Salary = Statutory pay rate x Salary coefficient

At the same time, according to Decree 73/2024/ND-CP, when implementing the increase in statutory pay rate to 2,340,000 VND/month, the calculation of teachers' salaries from July 1, 2024, shall be as follows:

Salary = 2,340,000 VND x Salary coefficient

Therefore, when increasing the statutory pay rate to 2.34, the salary of grade I primary school teachers currently may range from 10,296,000 VND/month to 15,865,200 VND/month.

Note: The salary stated above does not include allowances and subsidies.

Do grade I primary school teachers have to participate as judges in the district-level excellent teacher competition?

Based on Clause 1, Article 5 of Circular 02/2021/TT-BGDDT, the following regulations apply:

Grade I Primary School Teachers - Code: V.07.03.27

1. Responsibilities

Besides the responsibilities of grade II primary school teachers, grade I primary school teachers must perform the following duties:

a) Participate in editing, compiling, developing programs, and materials for teacher and student training or participate in the Council for selecting textbooks when chosen;

b) Preside over training and professional activities, school subjects, or participate in evaluating and approving scientific research topics from the district level or higher;

c) Participate in external evaluation or participate in inspection, professional review teams from the district level or higher;

d) Participate as judges in the excellent teacher competition or excellent class teacher and good Team Leader of the Young Pioneers at the district level or higher.

Thus, grade I primary school teachers must participate as judges in the district-level excellent teacher competition.

What are the professional competency standards for grade I primary school teachers in Vietnam?

According to Clause 4, Article 5 of Circular 02/2021/TT-BGDDT (amended by Points d and g of Clause 3 and Clause 6, Article 2 of Circular 08/2023/TT-BGDDT), grade I primary school teachers must meet the following professional competency standards:

- Proactively implement and mobilize, guide colleagues in implementing the Communist Party and State's guidelines, policies, and laws, and local education requirements into assigned tasks;

- Be proactive, flexible, and creative in implementing educational plans to suit students, the school, and the locality; support colleagues in effectively implementing teaching and educational plans;

- Actively share experiences, guide, and support colleagues, parents, and the community to enhance student education effectiveness;

- Be capable of assessing or guiding colleagues in producing scientific research products from the district level or higher;

- Be capable of applying information technology in professional activities; have proficiency in foreign languages or minority languages as required by the work position;

- Be recognized as an emulation fighter of the ministry/sector/province level or higher; or receive a commendation from the provincial level or higher; or be recognized for attaining one of the following titles: excellent teacher, excellent class teacher, excellent Young Pioneers Team Leader from the district level or higher;

- Public employees participating in examinations or promotions to grade I primary school teacher (code V.07.03.27) must have held the professional title of grade II primary school teacher (code V.07.03.28) or the equivalent for at least 06 (six) years up to the deadline for submitting the registration dossier for the examination or promotion.
