What is the salary of a Grade 1 Preschool Teacher in Vietnam from July 1, 2024?
Pursuant to Article 8 of Circular 01/2021/TT-BGDDT regulating the pay scale for public employees appointed to preschool teaching positions, the specifics are as follows:
Pay Scale Method
1. Public employees appointed to preschool teaching positions as stipulated in this Circular are applied the corresponding pay scale issued in conjunction with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam concerning salary policies for officials and public employees and armed forces. Specifically:
a) Grade III preschool teacher, code V.07.02.26, applied with the pay coefficient of public employees type A0, from a pay coefficient of 2.10 to 4.89;
b) Grade II preschool teacher, code V.07.02.25, applied with the pay coefficient of public employees type A1, from a pay coefficient of 2.34 to 4.98;
c) Grade I preschool teacher, code V.07.02.24, applied with the pay coefficient of public employees type A2, group A2.2, from a pay coefficient of 4.0 to 6.38.
2. The arrangement of the pay scale upon appointment to professional titles is implemented in accordance with Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Ministry of Home Affairs, guiding the arrangement of pay scales when upgrading, transferring, or changing types of officials and public employees, as per the current legal regulations. When implementing new salary policies, the transition to the new pay scale is subject to the regulations of the Government of Vietnam.
A Grade I preschool teacher, code V.07.02.24, will be applied the pay coefficient of public employees type A2, group A2.2, from a pay coefficient of 4.0 to 6.38.
Additionally, on June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP regulating the statutory pay rate and bonus policies for officials, public employees, and armed forces. The statutory pay rate from July 1, 2024, is 2,340,000 VND/month.
The calculation method per Article 3 of Circular 07/2024/TT-BNV is as follows:
Salary = 2,340,000 VND x Pay coefficient
Thus, the salary of a Grade 1 preschool teacher from July 1, 2024, will range from 9,360,000 VND to 14,929,200 VND.

What are the duties of a Grade 1 Preschool Teacher in Vietnam?
Pursuant to Article 5 of Circular 01/2021/TT-BGDDT, (Clause 2 is annulled and amended by Clauses 4, 7, 8, 14, and Clause 2, Article 1 of Circular 08/2023/TT-BGDDT) as follows:
Grade I Preschool Teacher - Code V.07.02.24
1. Duties
In addition to the duties of a Grade II preschool teacher, a Grade I preschool teacher must undertake the following duties:
a) Participate in editing or compiling training materials for preschool teachers at district level or higher;
b) Participate in training or advising, suggesting, supporting, leading, sharing professional knowledge, and skills for preschool teachers at school level or higher;
c) Serve as judges in contests for the preschool education level from the district level or higher;
d) Participate in self-assessment councils or external assessment teams or inspect the professional and pedagogical skills at district level or higher.
3. Standards for training and development
a) Hold a bachelor's degree in preschool education or higher; or have a college degree in preschool pedagogy and a bachelor's degree in educational management or higher;
b) Hold a certificate of training according to professional title standards of preschool teachers.
4. Standards for professional competence and skills
a) Actively and proactively implement and propagate, guide colleagues to implement the resolutions, policies, and laws of the Communist Party and the State, regulations and requirements of the sector and locality regarding preschool education in assigned duties;
b) Implement creatively and flexibly; share experiences, guide, support colleagues to execute the preschool education program and plans;
c) Actively and proactively share experiences, guide, support colleagues, parents, guardians, and the community in caring for, nurturing, and educating children; be able to perform the duties of key teachers;
d) Be proficient in applying information technology in professional activities; be able to use foreign languages or ethnic minority languages as required by the job position;
e) Be recognized as a grassroots-level emulation soldier or an excellent teacher from district level or higher, or receive a commendation or certificate of merit from the provincial level or higher.
e) Public employees participating in exams or considering promotion to the professional title of Grade I preschool teacher (code V.07.02.24) must have held the professional title of Grade II preschool teacher (code V.07.02.25) or equivalent for at least 9 (nine) years as of the deadline for submission of exam or promotion consideration documents.
Thus, according to the above provisions, a Grade 1 preschool teacher will have the following (4) duties:
Duty (1) Participate in editing or compiling training materials for preschool teachers at district level or higher;
Duty (2) Participate in training or advising, suggesting, supporting, leading, sharing professional knowledge, and skills for preschool teachers at school level or higher;
Duty (3) Serve as judges in contests for the preschool education level from the district level or higher;
Duty (4) Participate in self-assessment councils or external assessment teams or inspect the professional and pedagogical skills at district level or higher.
* Note: In addition to the aforementioned duties, a Grade 1 preschool teacher must also fulfil the duties of a Grade 2 preschool teacher as follows:
- Act as a speaker or demonstrate teaching at training sessions for teachers or pilot new models, methods, and technologies from school level or higher; lead training content and professional topic activities at teacher groups or participate in building electronic learning materials;
- Guide or evaluate scientific and technological research products from school level or higher;
- Engage in social activities, serving the community; attract participation from organizations and individuals in organizing teaching and educational activities for students;
- Join external assessment teams or conduct professional skills inspections for teachers from school level or higher;
- Participate as a judge or exam setter or guide in contests (for teachers or students) from school level or higher (if any).

What principles for appointing professional title of preschool teachers in Vietnam?
Pursuant to Article 6 of Circular 01/2021/TT-BGDDT, the principles for appointing preschool teachers to professional titles are as follows:
- The appointment of preschool teacher professional titles as stipulated in this Circular must be based on the current job position and ensure meeting the professional title standards as outlined in Articles 3, 4, 5, and Article 7 of Circular 01/2021/TT-BGDDT (amended by Clause 9, Article 1 of Circular 08/2023/TT-BGDDT).
- When appointing a preschool teacher from the professional title according to Joint Circular 20/2015/TTLT-BGDDT-BNV (this circular has expired and has been replaced by Circular 01/2021/TT-BGDDT) dated September 14, 2015, by the Ministry of Education and Training and the Ministry of Home Affairs regulating the codes and standards for preschool teaching professional titles (hereinafter referred to as Joint Circular 20/2015/TTLT-BGDDT-BNV (this circular has expired and has been replaced by Circular 01/2021/TT-BGDDT)) to the professional title of preschool teacher according to this Circular, it is not combined with the promotion of professional titles.
