Pursuant to Article 2 of Circular 02/2021/TT-BGDDT supplemented by Clause 1 of Article 2 of Circular 08/2023/TT-BGDDT, the following regulations are set:
Codes and grades for primary school teachers' professional titles
Professional titles for primary school teachers include:
1. Grade III primary school teacher - Code V.07.03.29.
2. Grade II primary school teacher - Code V.07.03.28.
3. Grade I primary school teacher - Code V.07.03.27.
Article 2a. Standards for professional ethics
1. Comply with the guidelines and policies of the Communist Party, the laws of the State, and education regulations at national and local levels for primary education.
2. Constantly cultivate ethics, uphold a sense of responsibility, maintain the qualities, honor, and reputation of teachers, and be a role model for students.
3. Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.
4. Strictly adhere to regulations on the general responsibilities and duties of public employees and the Ministry of Education and Training's regulations on teacher ethics.
Thus, the professional code for a Grade 3 primary school teacher is: V.07.03.29.

What is the salary for a Grade 3 primary school teacher in Vietnam when increasing the statutory pay rate to 2.34?
Pursuant to Clause 1 of Article 8 of Circular 02/2021/TT-BGDDT, the following regulations apply:
Salary placement
1. Public employees appointed to the primary school teacher titles specified in this Circular shall apply the corresponding salary scales issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III primary school teacher, code V.07.03.29, shall apply the salary coefficient of public employee type A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II primary school teacher, code V.07.03.28, shall apply the salary coefficient of public employee type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Grade I primary school teacher, code V.07.03.27, shall apply the salary coefficient of public employee type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

According to the above regulations, a Grade 3 primary school teacher shall apply the salary coefficient of public employee type A1, from salary coefficient 2.34 to salary coefficient 4.98;
Pursuant to Circular 07/2024/TT-BNV, the salary of official public employees is calculated as follows:
Salary = Statutory pay rate x Salary coefficient
Additionally, according to Decree 73/2024/ND-CP, when implementing the increase in the statutory pay rate to 2,340,000 VND/month, the salary calculation for teachers from July 1, 2024, is as follows:
Salary = 2,340,000 VND x Salary coefficient
Thus, when increasing the statutory pay rate to 2.34, the current salary of a Grade 3 primary school teacher can range from: 5,475,600 VND/month to 11,653,200 VND/month.
Note: The above salary does not include allowances and subsidies.
What are the income increases for a Grade 3 primary school teacher when the statutory pay rate increases to 2.34 million VND?
Recently, the Government of Vietnam issued Decree 73/2024/ND-CP increasing the statutory pay rate from 1.8 million VND to 2.34 million VND.
Income for teachers based on the salary coefficient and statutory pay rate will also increase accordingly. Specifically:
(1) Increased base salary: Increasing the statutory pay rate results in an increase in the base salary. The base salary for teachers is calculated based on the statutory pay rate of 2.34 million VND/month and the salary coefficient in the Circulars on the salary coefficients for teachers of different levels.
Therefore, when increasing the statutory pay rate by 30% from 1.8 million VND/month to 2.34 million VND/month, the salary according to the formula coefficient x statutory pay rate will also increase.
(2) Increased allowances: Besides salary, allowances remain the same as before. Since allowances are calculated in two ways as below, when the statutory pay rate increases, allowances also increase accordingly:- For allowances calculated based on the statutory pay rate:
Allowances implemented from July 1, 2024 = Statutory pay rate 2,340,000 VND/month x Existing allowance coefficient.
- For allowances calculated as a percentage of the current salary plus leadership position allowances and excess seniority allowances (if any):
Allowances implemented from July 1, 2024 = (Salary implemented from July 1, 2024 + Leadership position allowances from July 1, 2024 (if any) + Excess seniority allowances from July 1, 2024 (if any)) x Percentage rate of allowances as per regulations.
Regardless of the calculation method, the teacher allowances will increase along with the statutory pay rate to 2.34 million VND/month.
(3) Additional bonuses: According to Subsection 2.2 Section 2 of Conclusion 83-KL/TW in 2024, although the salary reform is temporarily suspended, the Politburo concluded that a bonus equivalent to 10% of the total salary fund excluding allowances will be applied from July 1, 2024.
Therefore, even without salary reform, teachers will still receive additional bonuses of 10% of the total salary fund if they have outstanding achievements and annual performance evaluations, and rank of task and duty completion within the payroll list of the public educational unit.
Thus, even without the salary reform and with the increase in the statutory pay rate to 2.34 million VND/month (equivalent to a 30% increase), the income of a Grade 3 primary school teacher will increase.
